ROLE

The role of the Regional Hubs Manager is to advance the successful development of hydrogen hubs and carbon management hubs in key regions in the United States. Hydrogen hubs are end-to-end systems of fuel supply, demand, and connection, functioning as small instances of a much larger “hydrogen economy” that could follow. The Regional Hubs Manager will work at a local and regional level to support the development of regional hubs (particularly in the key region they are hired to support) and ensure that hubs have the planning and implementation time and support needed to become successful. The ideal candidate will have experience in areas such as business development or regional planning. They will bring knowledge of the development of industrial infrastructure and integration with downstream sectors. The Regional Hubs Manager will work closely with CATF’s leadership team and specialists in technology, policy, law, and communications, particularly with CATF’s Zero-Carbon Fuels, Carbon Management, and Federal and State Policy teams.

Key Functions and Responsibilities:

  • Convene key stakeholders for overall hubs agenda-setting and identify actionable hubs opportunities.
  • Seek out and engage local leadership in fluid bilateral discussions of priority interests and concerns around hydrogen hub development. This outreach will include elected officials, community leaders, civil society and industry leaders.
  • Contribute to hubs regional efforts by providing an additional, alternative, and complementary forum for discussion, focused on hub conceptualization by a more diverse group of stakeholders.
  • Ensure that both commercial and community interests are balanced throughout the hubs conceptualization and development process by being a constant presence in the hubs proceedings and communicating with hubs leaders when engagement is imbalanced.
  • Coordinate and manage analyses of local/regional hydrogen demand and markets for downstream hydrogen users, including transportation markets.
  • Conduct outreach to hydrogen and ammonia producers, marine shipping companies, trucking companies, truck fuel depots, and marine fuel bunkerers to discuss hub-related opportunities to deploy clean hydrogen and hydrogen-powered vehicles.
  • Support development, formulation, and education on how to best implement and disburse federal funding for carbon capture and storage projects, including but not limited to the integration with CATF’s overall work on deep decarbonization hubs.
  • Conduct outreach and continuous education to federal agencies administering funding for carbon capture and storage projects.
  • Use stakeholder analysis outcomes to inform discussion around hubs configurations and engender support for constructive options development by stakeholders in both the private sector as well as government and community.
  • Evaluate and communicate with the public and policymakers at the local level about the benefits of certain hubs and hub approaches.
  • Help facilitate the creation of business consortia, provide input to ensure environmental safeguards in project design, and highlight the environmental benefits of hydrogen and carbon management hubs projects.
  • Develop supporting information and recommendations to advocate for both effective project selection criteria and an efficient and thoughtful selection process through meetings, responses to Request for Information (RFIs) and other engagements.
  • Engage with historically disadvantaged communities potentially impacted by hubs, particularly communities facing environmental justice and fossil transition issues, and promote the development of strategies to prioritize environmental justice.
  • Inform discussion around hubs configurations and engender support for constructive options development by stakeholders in both the private sector as well as government and community.
  • Identify potential hubs projects roadblocks and facilitate mitigation plans.

Skills/Qualifications:

  • Bachelor’s degree
  • Relevant successful professional experience in or with government agencies, industry, engineering and/or civil society organizations
  • Entrepreneurial and self-starting/self-management approach to work
  • Capable of working and collaborating in a virtual office environment; willingness to travel within the relevant hub region
  • Consistent follow-through, and a commitment to high-quality work
  • Passion for CATF’s mission
  • Advanced degree in a relevant field
  • Experience in new project development, project finance, or regional planning
  • Experience working with the U.S. Department of Energy (DOE) or other related agencies on developing and/or implementing large-scale projects
  • Prior knowledge and experience with hydrogen or carbon capture and storage is a bonus
  • Existing network in the relevant region with community groups, environmental justice organizations, industry coalitions, local or regional government efforts, or other stakeholders
  • Successful lobbying/advocacy experience is a plus

This is a full-time, remote position located within Los Angeles, California. CATF offers an excellent benefits package and a competitive salary that is commensurate with experience.
