Job Posting for Construction Inspection Supervisor at Clean Water Services
The Development Services Department is seeking a Construction Inspection Supervisor. This position plans, organizes, directs, and reviews the work of staff assigned to inspection of Clean Water Services (CWS) sanitary and stormwater conveyance systems, stormwater management facilities, vegetated corridors and water quality sensitive areas, and erosion control. Provides input on capital projects and ensures new developments are in compliance with the CWS Design and Construction standards and our NPDES permit requirements. In addition, this position is responsible for implementing and enforcing an Erosion and Sediment Control Program for the Tualatin Basin which includes working with other CWS staff to provide education. (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
Provide programmatic oversight of the CWS quality control inspection of sanitary and storm conveyance systems, stormwater management facilities, and erosion control in compliance with CWS Design and Construction Standards and NPDES permit requirements.
Prioritizes, plans, monitors and forecasts resources needed for unit’s work. Ensures needed tools and resources are available to accomplish work plans.
Monitors expenditures and operational accomplishments. Identifies and proposes recommendations to improve efficiency and effectiveness. Assures corrective actions and improvements are implemented.
Oversees, organizes, assigns, and reviews staff’s work. Develops performance standards. Prepares performance evaluations. Provides coaching and prepares staff development plans. Assures compliance with CWS safety practices and procedures.
Resolves technical problems, customer complaints, and requests for information related to the work of the unit. Meets with the public and developers on programs, projects, and issues.
Oversees the inspection staff that performs complex inspections of sewer, storm, vegetated corridor, stormwater management facilities, and erosion control systems and facilities as required.
Serves as liaison to consultants, contractors, vendors, cities, county, and other regulatory agencies. Assists in the selection of consultants and contractors. Manages contracts. Provides project review and support. Oversees work performed. Monitors contract expenditures.
Participates in ongoing education programs related to inspection and maintenance of stormwater management facilities and erosion control.

Drives a CWS vehicle for work related purposes.
KNOWLEDGE OF:
Civil and environmental engineering design theory, principles, and practices and their application to a wide variety of conveyance system, water quality, wetland mitigation, and restoration projects
Operations, services, and activities of sanitary and storm sewer construction inspection programs
Principles, practices and techniques of erosion prevention and sediment control
Methods, testing, equipment, and materials used in the construction of sanitary sewer and surface water management systems

EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
3 years experience implementing and managing projects or functions related to one or more of the following: engineering and construction of sanitary and surface water conveyance system improvements, stormwater management facilities, vegetated corridors, erosion control implementation, installation and inspection, or wetland mitigation and restoration.
3 years experience in a supervisory or managerial role
College-level coursework or specialized training in civil engineering, environmental science or engineering, construction technology, construction management, erosion control, or a related field
