Financial Management Specialist with Security Clearance

Duties * Serves as special programs resource analyst responsible for assigned budget programs. * Interfaces with Special Review Office auditors and the Staff Judge Advocate to resolve finance issues where policy is unclear and or no applicable standard exists. * Performs budget program planning, analysis, execution, policy advisory, and internal review functions for assigned programs throughout the command and subordinate units. * Interprets budget directives and fiscal regulations and makes recommendations as to plans, policies, and programs. * Interprets budget policy, coordinates and plans budget services, management of resources, and forecast of budgetary trends and activities. * Research applicable laws, regulations, Comptroller General decisions and other pertinent information sources. Requirements Conditions of Employment * Must be able to obtain and maintain a Top-Secret security clearance based on a single scope background investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI). * In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter. * May require temporary duty (TDY) travel at various CONUS and OCONUS locations, possibly for extended periods of time. TDY/travel requirement is 25%. * This position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. * This is an obligated position. * Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
