Summary

Summary You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the SAFETY AND OCCUPATIONAL HEALTH OFFICE of NAVAL SUPPORT ACTIVITY CRANE. Duties * You will identify mishap causes and hazards to implement remedial measures. * You will make recommendations to managers concerning safety program requirements, policies, and improvements to reduce mishap occurrences. * You will maintain the safety of employees using knowledge of occupational safety and health policies, directives, regulations, protocols and requirements. * You will coordinate investigations on mishaps resulting in lost time, injury, and property damage to report on discovered hazards. * You will brief management officials on status or updates of new safety and occupational health developments. Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement. * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. * Males born after 12-31-59 must be registered for Selective Service. * This is a bargaining unit position. * You will be required to obtain and maintain a current valid United States driver's license. * You will be required to successfully complete a pre-appointment physical examination. * You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications For the GS-11:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyze data on work operations, mishaps, and safety practices to prepare reports of findings that propose corrective measures for unsafe conditions and hazardous work practices; 2) Investigate mishaps, hazard reports, and unsafe or unhealthful working conditions to protect personnel and property; 3 Advise personnel of safety and occupational health measures to control or eliminate hazardous operating processes; and 4) Conduct safety and occupational health inspections and surveys to evaluate effectiveness of unit safety program. For the GS-09:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Performs inspections as member of a team of higher graded specialists assigned to an office to determine compliance with safety and occupational health laws and regulations; 2) Conducts verbal entrance and exit briefings with managers, supervisors, and work leaders prior to and after surveys and/or inspections to explain the purpose and scope of inspection and pertinent safety and occupational health regulations; and 3) Surveys and/or inspects material handling, storage, maintenance, transportation operations, and support facilities for the purpose of determining adherence to established safety practices and program requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the GS-11:

Have successfully completed a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology

OR

Have successfully completed an LL.M. degree that is related to the position being filled.

OR

Have a combination of experience and education as described above that equates to one year of experience. For the GS-09:

Have successfully completed a master's or equivalent graduate degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Have successfully completed two full years of progressively higher level graduate education leading to a master's degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Have obtained an LL.B. or J.D. that is related to the position being filled.

OR

Have a combination of experience and graduate education as described above that equates to one year of experience. A transcript must be submitted with your application if qualifying using education.
