Performs supervisory and administrative work in the operations of the shelter including ensuring the implementation and observance of applicable laws, policies and regulations governing shelter operations directing and supervising Animal Shelter Attendants. Additional duties include creating daily assignments; monitoring work performed by subordinate staff; providing training, coaching and consultation when required; and taking appropriate actions to resolve common issues as they arise and related work as apparent or assigned. Work is performed and supervised under the Assistant Director of Animal Services. The normal work schedule includes Monday-Friday 7:30a-4:30 with rotating weekends and holidays.
ESSENTIAL FUNCTIONS:
Manages the daily operation of the shelter in accordance with Federal, State, County and shelter policies and procedures.
Assists with preparation of shelter budget; monitors and operates within budgetary guidelines.
Schedules, delegates, and oversees completion of work tasks.
Oversees and trains assigned staff on risk mitigation and safety precautions.
Evaluates assigned staff performance.
Provides a positive example regarding work ethic, attitude, professional ethics, knowledge of policies/procedures, interpersonal interactions, and mutual respect.
Monitors animal care including cleaning, feeding, daily enrichment, reclaims, admissions, euthanasia and client services.
Ensures compliance with NC Department of Agriculture license regulations, NC Animal Welfare Administrative Code, and the NC Animal Welfare Act.
Assists with the maintaining of records in compliance with retention schedules published by the Department of Natural and Cultural Resources, Division of Archives and Records
Trains, coordinates and evaluates assigned personnel on safe animal-handling and in accordance with County personnel policies and procedures.
Conducts inventory audits, order shelter supplies and create par levels based on product usage and reorder turnaround times.
Maintains animal shelter and adoption center by performing light maintenance or scheduling repairs when necessary.
Prepares and delivers status reports to leadership team and other section supervisors.
Performs other related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Must be able to effectively supervise the operation and duties of the animal shelter; prepare work schedules and manage subordinate staff; handle animals safely and effectively; give shots and euthanize animals when necessary; establish and maintain effective working relationships with rescue groups, government officials and other municipal animal shelter staff; communicate effectively orally and in writing; operate a personal computer to include tasks such as data entry, e-mail and calendar functions, and basic data analysis; work with frequent interruptions; effectively interact with people in a kind and courteous manner in frequent emotionally charged situations.
EXPERIENCE & EDUCATION:
High school diploma or GED with three (3) years of progressively responsible experience in the operation of animal control, sheltering or kenneling facilities. Knowledge of methods and procedures of managing animal shelters; laws, rules and regulations governing the operation of animal shelters; or equivalent combination of education and experience.
PHYSICAL REQUIREMENTS:
This work requires the frequent exertion of up to 25 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires walking, speaking or hearing and using hands to finger, handle or feel, frequently requires standing, reaching with hands and arms and repetitive motions and occasionally requires sitting, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to wet humid conditions (non-weather) and exposure to fumes or airborne particles, occasionally requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; occasionally requires working with toxic or caustic chemicals and exposure to outdoor weather conditions; constantly exposed to animal hair, dander, feces and urine; work is generally in a very loud noise location (e.g. jack hammer work, garbage recycle plant).
SPECIAL REQUIREMENTS:
Must obtain Certified Euthanasia Technician within 6 months of hire, if not currently held.
Must obtain Certified Rabies Vaccinator within 6 months of hire, if not currently held.
Valid driver's license.
