II. SUMMARY OF ASSIGNMENT
Under the direction of the Transportation Supervisor, this position is responsible for the coordination of assignments on regularly scheduled routes, special events and field trips necessary to meet the compliance of time schedules for safe and efficient transportation operations. This position places strong emphasis on routing, dispatch, data management, communication and customer service. The Dispatcher acts as lead to the bus drivers and bus paraprofessionals. This position is subject to FHWA drug & alcohol testing as provided by District Policy 5259.
III. ESSENTIAL FUNCTIONS
1. Operates and communicates via a two-way communication device; bus stop/route data directions or other pertinent information to district mobile personnel.
2. Coordinates the assignment of bus drivers and equipment to ensure optimum use of resources. Maintain driver attendance and vehicle assignment records; assigns substitute drivers to cover routes when necessary. Regularly monitors routes and coverage to ensure all are serviced as scheduled. Reviews routes and recommends revisions or changes in schedules in order to improve services.
3. Schedules and coordinates home to school, special education and field trip transportation for the purpose of meeting the organizational needs and goals. Maintain necessary documentation and data to support the transportation of students.
4. Assist with the preparation and assignment of bus routes, buses, and drivers in accordance with established procedures. Assist with the development of new or adjusted bus routes. Provides information concerning routes, stops, schedules, safe riding practices, rules and regulations, as requested.
5. Prepares bus route directions, route sheets and any other items necessary for completing assignments. Brief drivers on proper routes, special requirements, routing adjustments and other non-routine conditions.
6. Advise building administrators of route changes, late arrivals and departures, and other pertinent information.
7. Assist with the development and write-up of office procedures.
8. Provide lead direction to the dispatch section and drivers in the absence of the supervisors.
9. Drive bus routes in the absence of sufficient driver and substitute driver availability.
10. Provide and promote excellent public relations and customer service with District staff, parents, and community members.

IV. MINIMUM QUALIFICATIONS
A. Education and Experience
1. High school diploma or equivalent (GED).
2. Three (3) years of progressively responsible experience in school transportation services, schedule and route data development, and general familiarity with vehicle maintenance scheduling practices.
B. Certification and Licensing
1. Posses and maintain a valid Washington State commercial driver’s license with a school bus endorsement and a safe driving record as demonstrated by a current 5 year drivers extract.
2. Department of Transportation physical card.
3. First Aid/CPR and Automatic External Defibrillator (AED) certification.
4. Certified Washington State Driver Trainer Instructor.
5. Certified instructor of First Aid, CPR, and AED or obtain within the first 60 days of employment.
V. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
1. Proficient oral and written communications with emphasis on oral communication.
2. Knowledge of safety standards, laws, codes, rules, regulations, policies and procedures relating to pupil transportation.
3. Knowledge of modern office equipment, procedures, practices and computer equipment and programs. Ability to learn routing computer system in addition to accurately read and interpret maps.
4. Ability to proficiently keyboard and utilize word processing, spreadsheet, and database software; navigate
the internet; and operate email applications.
5. Basic knowledge of business math (adding, subtraction, division, percentages).
6. Ability to work calmly, effectively to handle problems and stressful situations tactfully and apply pro-active
problem solving skills in a crisis situation.
7. Ability to follow emergency dispatch procedures and ability to notify appropriate personnel and emergency
services in a timely fashion.
8. Ability to effectively organize and prioritize tasks with conflicting deadlines, and maintain accuracy while
under pressure in a noisy work environment.
9. Ability to take initiative, work independently in a team environment, and exercise sound decision making
skills.
10. Ability to maintain confidential and sensitive information.
11. Ability to communicate effectively and professionally with students, staff, parents, and community members
within a diverse environment.
12. Ability to maintain regular and punctual attendance.
13. Ability to drive a school bus and other district vehicles safely and efficiently as required.
VI. DESIRABLE QUALIFCATIONS
1. Associate’s degree and/or Washington State Pupil Transportation Management Certificate.
2. Current certified instructor for First Aid, CPR and Automatic External Defibrillator (AED)
