Chief Human Resources and Strategic Planning Officer

 

Position Overview:

The Chief Human Resources and Strategic Planning Officer, reporting to the Superintendent of Schools, oversees the comprehensive delivery of human resources programs and services. This strategic leadership role encompasses the management of federal, state, and local compliance, labor codes, and regulations. The Chief Human Resources and Strategic Planning Officer will also play a vital role in leadership development, reviewing and implementing board policies, and all human resources functions. 

Essential Functions:

  1. Administer complex federal, state, and local compliance and labor codes/regulations to ensure organizational compliance.
  2. Collaborate with internal and external stakeholders to implement program components, create long and short-term plans, and address organizational objectives.
  3. Compile and analyze data from various sources for due process, formal grievance meetings, program elimination decisions, and cabinet discussions.
  4. Develop and monitor budgets to support district personnel and implement staffing and compensation models.
  5. Manage human resources programs and related departments to achieve organizational objectives while ensuring compliance with established requirements.
  6. Participate in meetings, workshops, and seminars, conveying and gathering information on labor relations, goal attainment, problem resolution, personnel, and staffing issues.
  7. Maintain adequate staffing and enhance personnel productivity, perform various personnel functions, including recruiting, interviewing, evaluating, supervising, etc.
  8. Present information on various topics at Board meetings, building staff meetings, district sessions, etc., conveying information, gaining feedback, and making recommendations regarding district services.
  9. Recruit candidates for classified and certificated job openings, market the district as a prospective employer, and research employment and labor law topics for compliance and planning.
  10. Supervise the benefits administrator, Director of Educator effectiveness, and Director of Human Resources.
  11. Implement leadership development initiatives.
  12. Oversee/support classified and certified evaluation and support system.

Other Functions:

Perform other related duties as assigned to ensure the efficient and effective functioning of the work unit.

Job Requirements: Minimum Qualifications

Skills, Knowledge, and Abilities:

  • Negotiating, communication, time management, and project planning skills.
  • Developing and administering budgets; operating standard office equipment; utilizing pertinent software applications.
  • Planning and managing multiple projects; preparing and maintaining accurate records.
  • Training, designing professional development, and supervising staff.

Knowledge:

  • Strategic planning processes, district personnel policy, and state certification process.
  • Relevant employment laws, policies, regulations, and laws.
  • Human resource processes and procedures; education certification.

Ability:

  • Adapting to changing work priorities and dealing with frequent and sustained interruptions.
  • Developing and maintaining positive working relationships; facilitating communication between multiple stakeholders.
  • We are implementing change, maintaining confidentiality, and meeting deadlines and schedules.
  • Providing direction and leadership; setting priorities.

Experience:

School or district-related administrative experience; human resources-related experience

Education:

Master's degree in a job-related area.

Compensation:

A 240-day contract on the administrative pay scale. Consideration is given to equivalent combinations of education and experience.

Responsibility:

Work independently under broad organizational guidelines to achieve objectives, manage multiple departments, and determine the use of funds. 

Work Environment:

The job requires lifting, carrying, pushing, pulling, and significant fine finger dexterity. Generally, the job requires 75% sitting, 15% walking, and 10% standing.
