SUMMARY The Management Analyst provides expert, authoritative advice, and analysis on the development and implementation of organizational operating policies, practices, and methods in the areas of position organization, management analysis, personnel management, office services, and administrative operations. ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following. Other duties may be assigned. Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken. Analyzes potential or emerging management problems which will require decision by the Under Secretary or Assistant Secretaries or senior management. Formulates and recommends program plans to solve such problems with effective use of management approaches and fiscal or personnel resources. Undertakes “troubleshooting” assignments as a special liaison when not appropriate to assign to other staff members due to sensitivity and concern to the Under Secretary or Assistant Secretaries. Implements decisions and assures accomplishment of results. Supports evaluation teams and conducts studies, analyses and surveys of organizational functions and issues. Advises senior management on potential solutions to organizational problems. Provides advice, guidance, and assistance on office procedures. Develops and oversees implementation of organizational directives through a developed organizational program. Supports the development of operating-level personnel management program for the office, and serves as liaison and consultant on personnel matters, inc1uding position development and staffing, performance plans and appraisals, personnel actions, awards, pay and benefit issues, personnel security, and employee relations. Assists senior management in workforce planning. Addresses customer concerns promptly and professionally. Maintains a solid customer relationship and assures customer satisfaction with the successful execution of the project(s). Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications and develops collaborative rapports with solutions-oriented approaches. Implements industry best practices, project management tools and methodologies. Responsible for aiding in own self-development by being available and receptive to all training made available by the company. Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability. Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) both for themselves, their employees, and the company, as a whole. Fosters an environment in which they and their employees will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract. EDUCATION / EXPERIENCE Bachelor of Science degree. Five (5) years applying progressively responsible and in-depth principles, concepts, and practices related to environmental impact on program activities; or equivalent combination education/experience. JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES Working knowledge of computer equipment with ability to develop complex software to satisfy design objectives. Working knowledge of software programming, development, review, audit, testing, and configuration management requirements. Highly developed programming skills. Proven ability to perform in an advisory capacity and to make recommendations for resolving issues. Excellent computer skills with demonstrated proficiency in Microsoft Windows / Office. Ability to develop and manage workflow. Solid analytical and problem-solving skills with ability to assess business requirements. Excellent verbal communication skills with ability to effectively communicate with senior management. Excellent written communication skills with advanced technical writing proficiency. Excellent customer service and relationship-building skills. Ability to work both independently and in a team environment. Ability to effectively manage multiple projects and priorities. LANGUAGE SKILLS Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
