What are the responsibilities and job description for the DOT Compliance Engineer position at CNX?
The DOT Compliance Engineer is responsible for assisting with various aspects of the company’s DOT compliance program to ensure compliance with 49 CFR 191 and 192 as applicable to company assets. This role will work with other departments throughout the company (engineering, maintenance and integrity, and operations). This position will also be responsible for assisting in the preparation and submission of reports (annual and as required) to both State (PA PUC, WV PSC, VA SCC) and Federal (PHMSA) regulatory authorities, reviewing and updating company’s O&M manual based on new or updated regulations, facilitation of audits and inspections conducted by regulatory authorities, implementation of company’s transmission integrity management program, performs engineering calculations related to pipeline safety and DOT regulations and maintain the Company’s PA DOLI Pressure Vessel Inspection Program.Target Responsibilities:Understanding or exposure to 49 CFR 191 and 192, or ability to become familiar with 191 and 192.Understanding of or exposure to industry codes (e.g., ASME B31 series, ASME BPVC Section IX, API 1104), or ability to become familiar with such codes.Experience reviewing company standards based on industry codes.Understanding of welding principles (e.g., processes, terminology, etc.).Understanding of pipeline hydraulics.Understanding of one-call programs/process.Understanding of cathodic protection of pipelines.Understanding of in-line inspection.Understanding of operator qualifications (OQ).Experience with pipeline-related engineering calculations (Barlow’s formula, %SMYS, etc.).Ability to meet deadlines and schedule workload accordingly.Ability to travel to remote sites.Ability to traverse natural/uneven terrain.Excellent verbal, written, communication skills.Proven recordkeeping skills.Proficient with Microsoft Office suite (Word, PowerPoint, Excel, Outlook).Exceptional attention to detail.Minimum Requirements:Bachelor’s degree in engineering discipline (Civil, Mechanical, Petroleum).Experience using, interpreting, and applying 49 CFR 191, 192, and/or 193, 195, 199, and 40.Experience using, interpreting, and applying industry standards (e.g., ASME B31 series, ASME BPVC Section IX, API 1104).1-2 years’ experience in DOT compliance work for pipeline operator.1-2 years’ experience in pipeline design, construction, operations, and/or maintenance practices.Experience developing and updating company standards based on DOT regulations and industry codes.Fundamental understanding of pipeline integrity management (based on ASME B31.8S, etc.).Experience in performing calculations related to pipelines (e.g., vehicular crossings, RSTRENG, blow down time, etc.).Experience with welding procedures, procedure qualifications, welder qualifications.
