Job Description The Enrollment Assister will play a key role in the Cognosante Enrollment Assistance Program (EAP) contract with the Centers for Medicare & Medicaid Services (CMS) Center for Consumer Information and Insurance Oversight (CCIIO) that supports outreach and enrollment in multiple states to support the Medicaid Unwinding following the end of the COVID-19 Public Health Emergency (PHE). Enrollment Assisters will be trained and certified to support consumers in designated communities transitioning from Medicaid to other healthcare benefits. Depending on state of residence, state law may require assisters to complete additional state registration, certifications, or background checks prior to performing any job duties. HOOPS: Work schedule may be assigned MON - FRI between 8AM and 10PM including weekends as assigned and based on program needs. Key Responsibilities The successful candidate will be expected to: Pass a background check as required for certification Successfully complete mandatory training and certification requirements within allotted timeframe Adhere to prescribed conflict-of-interest prohibitions related to employment or compensation from health insurance issuers Be available to work flexible/nontraditional hours, including evenings and weekends Participate in frequent reimbursed in-state and local travel for Community Events Ensure all project-identified and applicable state and federal regulations, processes, policies, and procedures are executed and followed as applicable Provide in-person, telephonic, virtual application, and outreach and enrollment support to individuals and families unwound from state Medicaid programs and in need of health insurance coverage in Qualified Health Plans (QHPs) Assist consumers with all aspects of the enrollment and/or renewal processes using the CMS system, including: Assisting with profile creation and update Assisting with Explanation of Eligibility Determination Assisting with Plan Comparisons Walking through the enrollment process with the consumer, including data input if necessary Escalating or referring to other departments or state agencies as applicable Represent CMS and Cognosante within the local community in a professional manner Attend local community events, health fairs, and other assigned venues to reach the targeted population and provide enrollment or educational outreach services Provide accurate and timely documentation of daily activities and results Required Qualifications High school diploma or GED Minimum of 2 years of experience in customer service or in related public facing positions Ability to demonstrate proficiency in computer literacy, use of relevant computer applications such as MS Office, customer relationship management or database management tools. Analyzed the needs of the consumer with use of probing questions Conducted timely consumer outreach using multi-channels Demonstrated strong interpersonal skills Demonstrated both written and oral communication skills Demonstrated ability to collect data and analyze data from the consumer Escalated issues related to the consumer or tools when appropriate Demonstrated the ability to work independently as part of a team Possess a valid driver’s license and have access to a reliable, currently insured vehicle Candidates who do not meet the required qualifications will not be considered.
