The Executive Director of the Career and Job Placement Center provides leadership for workforce initiatives, business and industry partnerships, and work-based learning opportunities to advance workforce solutions for Lake County. The major functions of the center include apprenticeships, internships, student employment, career readiness programs, job and career fairs, and supporting alignment between academic programs and industry workforce needs. Determines vision, strategy, short- and long-term goals, and operating requirements to ensure workforce programs, career technical education, and workforce initiatives meet the changing needs of students, community, and businesses. Along with ensuring student supports are aligned with industry needs, this position is responsible for marketing, enrollment, budget, data management and analysis, and assisting in the design and development of new programs. This position is actively involved with local/state/regional employers, economic development, professional associations and organizations, workforce development agencies, and community-based organizations to ensure effective program outreach and alignment. The Executive Director of the Career and Job Placement Center works closely with staff to achieve the goals of the center in connection with the mission, core values, and purposes of the college.

Required Qualification(s)
  • Master’s degree in HR, Workforce Development, Higher Education, Business, Finance, Organizational Development, Communication, Marketing, or related field
  • Minimum ten (10) years of professional work experience
  • Experience in workforce development, human resources, organizational development, and/or higher education.
  • Minimum five (5) years of supervisory experience
  • Extensive knowledge of current workforce development issues and best practices at the local/state/regional levels, such as developing apprenticeship initiatives and regional workforce solutions.
  • Understanding of principles of employment, supervision, evaluation of staff and programs.
  • Technical aptitude and proficiency to support use of CRM, virtual career services tools, and general office systems.
  • Demonstrated recent collaborative leadership experience
  • Possess excellent organizational and project management skills and the ability to manage multiple priorities.
  • Possess strong critical thinking, analytical and problem-solving skills and acumen.
  • Demonstrated abilities as an effective and exceptionally skilled communicator, specifically as it relates to verbal, written communication, and active listening.
  • Demonstrated strong personal integrity, ability to form effective partnerships, ability to collaborate with others and work in a team environment consistent with the College of Lake County values.
  • Demonstrated success using inquiry and evidence to inform decision-making, short- and long-term planning.

Summary of Essential Functions
Workforce Solutions Leadership – 40%
  • Implement college strategic initiatives to meet the needs of business and industry concerning talent pipelines, workforce solutions, and career placement. Coordinate with deans, faculty chairs, and other administrators to meet the needs of CTE programs and/or academic programming.
  • Develop effective partnerships with business and industry to identify workforce solutions/needs including conducting needs assessments to determine the appropriate workforce outcome.
  • Coordinate with the Vice President of Community and Workforce Partnerships, deans, and other administrators to ensure consistency and alignment of workforce solutions to strategic plan initiatives, credit and noncredit programming, and student support services.
  • Responsible for an active leadership role in creating a positive campus climate that fosters innovation in workforce development and career pathways by maintaining communication and coordination with the areas of Educational Affairs, Student Development, Public Relations and Marketing, and Institutional Effectiveness, Planning & Research. Collaborate on matters that relate to educational opportunities and workforce solutions.
  • Lead and participate in local, state, regional and national efforts to address workforce needs and employer engagement.
  • Assess and collaborate with academic divisions on continuous improvement for current programming to strengthen curriculum maps, improve employer satisfaction, and increase community connections.
  • Research and analyze job market trends and educational/training needs of businesses, industry, and government in the Lake County area. Maintain current knowledge of best practices in workforce development, economic development, and training in both credit and non-credit programs.
  • Accountable for creating and maintaining apprenticeship programs to convert to a financially self-supporting department within a designated period.
  • Lead teams responsible for student employment, career services, internships, apprenticeships, and work-based learning. Guide development of curriculum and competencies for essential employability skill-building courses.


Strategic Leadership & Project Management – 40%
  • Provide values-driven leadership to build and contribute to high-performing teams that provide excellence in customer service through innovative, creative and collaborative practices to all units and campuses within the College, as well as the external community.
  • Implement the strategic plan, develop a collaborative student-focused and community-focused culture, assure fiscal viability of the department, uphold policy and procedures, proactively lead talent performance and talent development, and build community relations as a collaborative partner on the Leadership Council and within a shared governance structure.
  • Champion the values of excellence, purpose, integrity, compassion, unity and inclusion as a leader of the College. Support student and employee success by demonstrating a commitment to equity, inclusion, and respectful interactions with persons of diverse ethnic, cultural, socio-economic or educational backgrounds.
  • Create, maintain, and grow strategic alliances with economic development, community groups, and local government. Identify and engage key strategic external partners, individual and institutional, to build effective collaborative initiatives to deliver programs.
  • Serve as an institutional liaison to local, state, and federal economic and workforce training agencies and employer partner associations and organizations.
  • Develop marketing strategies, enrollment strategies, and outreach processes leading to enrollment and programmatic recognition and growth in workforce programs and CTE.
  • Responsible for data management, analysis, and design and development of new workforce solution programs.
  • Participate in the college’s culture of inquiry and evidence by establishing aspirational, achievable, and measurable goals for the Career & Job Placement Center. Monitor and respond to progress on relevant college scorecards, unit, and division metrics. Leverage data from CRM and virtual career services tools to inform planning and goal setting.
  • Develop and manage grant budgets, operating fund budgets, and auxiliary budgets for expenses and revenues. Generate apprenticeship program revenue to build a self-sustaining department operation.
  • Identify and contribute to securing funding (i.e., grants, private funding, self-supporting resources) to coordinate program delivery and resource development. Maintain accountability for reporting on outcomes and budget status to grantors and funders.
  • Formulate and implement techniques to improve department policies and procedures, increase efficiency, take advantage of innovative opportunities, and keep abreast of current trends and practices in the field. Ensure that objectives, goals, plans, budgets, policies, practices, and actions produce desired career service results, consistent with the overall mission of the College of Lake County.

Personnel Management – 15%
  • Coach, mentor and develop employees across all departments, divisions and units of the College in collaboration with leaders throughout the College.
  • Directly hire, lead, manage, support and empower 13 employees on the Career and Job Placement Center (CJPC) team to job success at the College.
  • Encourage and support personal and professional development and learning, well-being and work-life integration.
  • Provide leadership consistent with the mission and functions of the College of Lake County to each leader to guide them to create procedures for their areas.
  • Establish team accountability for job placements for graduates by establishing performance metrics, monitoring results, and evaluating the effectiveness and efficiency of programs and services.
  • Act as a lead advisor to assist leaders in dealing with various personnel matters.

Other – 5%
  • Participate on strategic and/or functional cross-departmental teams, committees and councils at the request of the division or unit leaders.
  • Participate in professional associations/organizations and educational activities that enhance subject matter expertise and leadership competencies, knowledge, understanding and interpersonal skills. Remain knowledgeable of current state and federal laws, regulations, and best practices in the field of appointment ensuring the College’s policies, procedures, practices and programs conform to laws and regulations and align with the mission, vision, values and strategic goals of the College.
  • Other duties assigned by the Vice President of Community and Workforce Partnerships.
  • Perform any and all other duties assigned that support the mission, vision, values and strategic initiatives of College of Lake County and goals of the department, division and unit of appointment.
