Racing & OTB Operations Manager

1. Maintains thorough knowledge of the Racing Industry and specific knowledge of Simulcast and Wagering Operations and Regulatory requirements. 
2. Administers and manages simulcast import and export pari-mutuel content across all properties. 
3. Interacts and coordinates with owned and operated racing properties as well as third party clients on simulcast operations and general oversight of the simulcast network. 
4. Supports the oversight and enforcement of simulcast wagering integrity and security policies and acts as the liaison with Tote company. 
5. Creates and maintains comprehensive reporting of simulcast activity. 
6. Analyzes and maintains relevant data and applies as directed to obtain successful outcomes. 
7. Conducts site visits to OTB facilities at all locations.
8. Trains managers, wagering coordinators, and tellers.
9. Audits and reports monthly program sales, Brisnets, and Equibase royalties.
10. Resolves minor mechanical problems in Tote machines and program printing kiosk.
11. Assumes horsemen’s bookkeeping activities for each racing season.
12. Functions as backup in the absence of manager/wagering coordinators/tellers.
13. Assists with payroll and scheduling performance reviews.
14. Maintains confidentiality of all privileged information in accordance with established procedures with company policy and state regulations. 
15. Hires, motivates, trains, coaches, mentors, and directs staff to ensure that Team Members receive leadership, guidance, and resources to accomplish established objectives.
16. Responsible for creating and fostering an environment of support and motivation for Team Members.
17. Assists with the establishment of department standards, guidelines, and objectives, and maintains other administrative processes such as staffing and overseeing vendors to ensure proper planning and efficient operation of assigned areas. 
18. Resolves problems that are within the position's scope of authority and recommends courses of action to resolve problems that are beyond the scope of authority to the position supervisor.
19. Monitors the day-to-day activities of the department(s) as subject to established company policies.
20. Keeps position supervisor informed of relevant activities.
21. Other duties as assigned.

Regulatory and Compliance Responsibilities: In addition to the other duties described herein, each Team Member has the following responsibilities related to compliance with laws and regulations.

• Attend the required training sessions offered by the Company.
• Obtain and retain required license(s).
• Perform the duties described in compliance with local laws and regulations.
• Take the necessary steps to ensure minors are not allowed to gamble or loiter in gambling areas, drink alcoholic beverages, or purchase tobacco.
• Have knowledge of the ordinances, regulations, laws, policies, and procedures relating to the Team Member’s department.
• Have knowledge of the Property’s programs to address problem gaming.
• Report any acts of wrongdoing of which the Team Member may have knowledge.

Position Qualifications: Minimum five (5) years in racing operations, including simulcast and mutuels. Must have demonstrated thorough knowledge of the racing industry; specific knowledge of regulatory requirements of simulcast and wagering. Excellent oral and written communication skills, proven problem solving and negotiation skills, and excellent computer skills with all Microsoft Office applications. Use of Incompass highly preferred.

Certificates, Licenses, and Registrations: Virginia Racing Commission License

                                                                              Valid Driver’s License with a minimum of three (3) years driving experience.

Supervisory Responsibilities: Manages subordinates who may supervise employees. Responsible for the overall direction, coordination, and evaluation of the unit(s).

Physical demands: Must be able to work in various types of work environments, including in an office setting at desk, in office setting with multiple other people. Sitting, standing, walking, using calculator, using computer, using phone (desk and mobile), could be high volume of noise.
