Description of Work Unit
The Colorado State Forest Service is an agency of Colorado State University, Colorado’s land grant institution of higher education, and is housed, organizationally, in the Warner College of Natural Resources. The CSFS also staffs the Division of Forestry for the Colorado Department of Natural Resources. The CSFS has 18 field units throughout the state, with a State Office located in Fort Collins on one of the foothills campuses of CSU.
The Science and Data Division of the Colorado State Forest Service provides administration and oversight of science and data delivery that directly contributes to the agency’s mission of “the stewardship of Colorado’s diverse forest environments for the benefit of present and future generations”.

Position Summary
Under the direct supervision of the Geospatial Data and Analysis Program Manager and in collaboration with the Science and Data Division, the GIS Specialist will provide technical geospatial project support that will ensure that CSFS continues to provide forestry leadership and expertise. This position will add to CSFS GIS expertise in manipulating and analyzing geospatial data to support resource management decisions. The position will also make recommendations and provide expert advice on the development and application of enterprise geospatial data hosting, storage, and analysis processes, protocols and solutions to mission-critical resource management issues. The functions of this position are to further bolster the Science and Data division’s goal of maintaining and enhancing forestry and wildfire risk reduction expertise.

This position requires that the GIS Specialist is proficient in general project management skills including but not limited to: recording accomplishments, meeting deadlines, supporting field operations, and engaging in consistent communication with colleagues and managers. The GIS Specialist needs to be proactive in their project development, including accomplishing project objectives, forecasting project needs, and effectively sharing new knowledge and information with internal staff and external partners and cooperators. The GIS Specialist will serve as an advocate for organizing the agency’s spatial data and supporting our transition to a more enterprise/cloud data-sharing model.

Required Job Qualifications
  • A bachelor’s degree in GIS, geospatial science, data science or another natural resource or geography program.
  • A minimum of 5 years of professional GIS experience is required that includes a mix of database management/administration, knowledge of cartographic principles and standards, remote sensing, and hardware support including mobile devices.

Preferred Job Qualifications
  • A master’s degree in geospatial/data science or related degree
  • Knowledge and understanding of integrated GIS principles, systems, and technologies
  • Proficient in ESRI ArcGIS software including ArcGIS Pro
  • Proficient with mobile GIS applications and ArcGIS Online
  • 2 years of information technology and/or data science experience
  • Experience building enterprise GIS data storage, or developing storage solutions
  • Experience in developing training materials and public presentations
  • Strong verbal and written communication skills and demonstrated ability to work cooperatively and effectively in teams and with a wide range of constituencies in a diverse community
  • Innovative, enthusiastic, and creative in finding ways to meet and serve customers, problem solve, and provide technical assistance
  • Demonstrated ability to work independently and at a high level of proficiency

Enterprise geodatabase development, support, and training

Duty/Responsibility
  • Research, develop and manage cloud and enterprise geodatabase system(s) across CSFS field offices and state office.

  • Provide technical support for the enterprise geodatabase system, including in-person and remote support.

  • Document, evaluate, and interpret end user information requirements, and develop appropriate systems, training, and/or applications solutions based on CSFS staff requests and needs.

  • Work with the Program Manager to develop data management structures, quality assurance/quality control and metadata standards, and apply these to data and information across the agency.

  • Participate and lead trainings in geodatabase and storage best practices and integration with field data collection applications.

  • Provide high-level science-based GIS expertise to support CSFS staff and projects.
  • Collaborate with other CSFS Divisions and external partners on special GIS projects
  • Attend meetings and provide status updates to the Program Manager.

  • Maintain currency of GIS and remote sensing knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems through webinars and training.

  • Provide oversight and guidance to seasonal and/or interns as needed.

  • Perform miscellaneous job-related duties as assigned.

This position is based in Fort Collins, Colorado with the potential for a flexible work arrangement. Candidates interested in remote options must be able to travel to Fort Collins to be available on-site as needed, as well as other locations throughout Colorado for site visits, meetings, trainings, etc.
