Description of Job
ABOUT THE WORK UNIT
The Grants Management Office (GMO), executes the mission of the Colorado State Patrol (CSP) by providing technical guidance, information, and recommendations primarily to the Chief's Office and Port of Entry. It is accomplished by securing and managing state and federal grants, interpreting operational and financial data to identify and solve agency problems and capitalizing on business opportunities by applying professional project management methodologies, responding to requests for funding, providing programmatic and financial grant support to grant project managers, obtaining and providing information to CSP members and state and federal agencies, and fostering partnerships with critical internal and external stakeholders. This position exists to manage programmatic and financial aspects of grant management from the cradle to grave, including researching, writing, and obtaining grant funding to enhance current departmental programs and projects as delineated by the Chief's Office and Colorado State Patrol's Strategic Plan. This position requires an understanding of grant management, and GMO supports grant managers in enhancing their knowledge and obtaining their grant certification from the National Grant Management Association.

ABOUT THE POSITION
This position analyzes, monitors, and reports on programmatic and financial activities of state and federal-funded grant programs. Programmatic responsibilities include assisting with or implementing grants administration oversight from pre-award, award, post-award, monitoring, and closeout activities. Financial management includes, but not limited to, making payments or charges to internal and external grant customers, monitoring monthly accruals and notifying grant project manager of any budget issues, preparing quarterly financial reports, ensuring proper documentation and records are maintained for audits, assisting in audit preparation, preparing data for grant reporting, and performing other programmatic and financial grant duties as assigned. This position provides programmatic and financial support, leadership, and technical assistance to assigned internal grant project managers and applies state and federal grant guidelines to ensure compliance. This position assists with special projects as assigned. This position operates independently in performing programmatic and fiscal accounting duties. This position applies judgement and guidelines to solve daily problems related to grants management. This position anticipates and analyzes possible consequences of programmatic and budgetary grant decisions.
DUTIES
GRANT PROGRAM MANAGEMENT
Manages grants throughout the grant lifecycle. Oversees grant programmatic duties to include, but not limited to, administering assigned grant programs or providing support for grant programs throughout the grant lifecycle. Provides materials and assists the Director of GMO with project and contract negotiations as well as audits. Monitors grant programmatic implementation to ensure compliance with state and federal rules and regulations, fidelity to goals and objectives, adherence to allowable budget expenditures by the end of the grant. Duties include preparing quarterly and final reports, analyzing data, providing statistics and graphics for grant applications and reporting, preparing budget modifications and grant extensions, and ensuring completeness and CDPS Revised 07/18 3 accuracy of all data and information included in reports and evaluations. Applies theory, principles, models, standards, and precedence to complex data sets for performance evaluation and reporting. Formulates actions or guidelines to address particular grant implementation problems responds to grant emergencies through individual judgement and resourcefulness by utilizing knowledge of rules, regulations, policies, procedures, and other relevant resources to make an informed answer.
GRANT FINANCIAL ADMINISTRATION
Monitors budget expenditures to ensure compliance with state and federal fiscal rules, regulations, and procedures. This includes, but not limited to, preparing grant applications, budgets, making vendor payments, preparing requests for payment, working with procurement, and maintaining the troop overtime financial database. Reconciles monthly and year end grant records to the state's accounting system (CORE). Analyzes data, identifies, and resolves problems using appropriate accounting procedures. Verifies grants are in fiscal compliance for fiscal year opening and closing activities. Responds to requests for financial data and clarification from grant project managers with necessary information on prior and current years' grant drawdown and expenditures. Prepares reports summarizing funding activities at the request of internal and external customers. Prepares fiscal reports for supervisor's review and dissemination to the field.

Teamwork is critical to this position and as such, the GMO team believes in information-sharing and, on the rare occasions, help teammates with their grant deadlines. GMO values team success and if there is an area where you need more training, it will be provided by GMO and through other training opportunities. Participates and contributes to GMO's development and strategic planning. Participates in special projects as assigned. Provides guidance, problem-solving, and training to internal grant partners to ensure successful grant management. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS:
Ba chelor's degree in any field AND two (2) years of full-time professional grant management experience, or accounting experience that included planning, coordinating, monitoring, or managing grants or other restricted funds.
OR
A Master's degree from an accredited college or institution in accounting, finance, auditing, business administration, criminal justice, or public administration or a closely related field AND one (1) years of professional grant management experience, or accounting experience that included planning, coordinating, monitoring, or managing grants or other restricted funds.
OR
Six (6) years of professional grant manag ement experiences, or accounting experience that included planning, coordinating, monitoring, or managing grants or other restricted funds.
REQUIRED COMPETENCIES
- Proficient in WORD, Excel, and Google
- Excellent reasoning and analytical and problem-solving skills; Detail-oriented and highly accurate;
- Collaboration - Professional, enthusiastic, positive attitude, able to collaborate, communicate and cooperate with multiple cross-functional partners.
