SUPERVISORY CONTROL: Fiscal Manager
EXPECTED HOURS OF WORK: Regular hours of work are Monday through Friday, 8:00 a.m. to 4:00 p.m. Evening and weekend work may be required as job duties demand. 37.5 hours per week for 52 weeks per year.
GENERAL DESCRIPTION OF DUTIES:
Oversee the hiring process and ensuring all Head Start and Head Start split staff are following local, federal, state and program regulatory requirements and procedures. Possess a strong understanding of the interviewing process, benefits administration, and HR functions. Possess excellent communication, leadership, planning and problem-solving skills. In accordance with the philosophy of Positive Behavioral Interventions and Support (PBIS), develop and maintain positive working relationships with all staff in the agency and demonstrate a positive attitude towards all clients and other persons with whom you come in contact during the course of your job. Travel is not typically expected but may arise as job duties demand.
SPECIFIC DESCRIPTION OF DUTIES:
- Understand and work to achieve the goals, philosophy, and objectives of the Head Start program.
- Possess a strong understanding of hiring processes including interviewing and HR best practices.
- Establish specific HR policies and procedures for Columbia Child Development Program including the creation of an employee handbook.
- Post all job openings in accordance with protocol (internal, website, newspaper, Indeed, Career Link, University etc.)
- Offer proactive staff recruitment and retention assistance.
- Act as a liaison between CCDP and outside legal and professional resources to ensure that all CCDP employment policies follow current laws and all employment regulations.
- Understand and use Paylocity for maintaining Head Start and Head Start split staff personnel information through onboarding and for tracking clearances, yearly health appraisals, yearly performance assessments, training requirements and all other pertinent information including yearly incentives.
- In conjunction with the Fiscal Manager, coordinate new enrollment for benefits each year working with the benefit consulting group regarding new benefit contract, pricing of plans and overall benefit administration.
- Process Head Start and Head Start split staff Unemployment Compensation and Worker’s Compensation claims.
- Assist new hires and Head Start parents with obtaining required clearances.
- Ensure that the new hire face-to-face orientation process properly introduces new employees to CCDP and clearly explains compensation, benefits and other facets of their employment.
- In conjunction with management, investigate ways to improve employee morale.
- Schedule and conduct exit interviews with staff who are leaving CCDP.
- Provide high quality advice and service to management on daily employee relations and performance management issues.
- Assist supervisors in writing disciplinary actions and improvement plans. Help in the preparation of termination letters.
- Maintain the confidentiality of all employee information and other confidential organizational information.
- Work in partnership with the Child Care HR staff to promote consistency of HR services.
- Complete other duties as deemed necessary by the management team.
- Be responsible for the assigned computer hardware and software. Perform regular maintenance functions and other duties as outlined in the agency’s written procedure on computer systems.
Requirements
Bachelor’s degree in Business, Human Resources or a related field; or a related Associate’s degree with at least 2 years of experience in personnel management or human resources.
