What are the responsibilities and job description for the Program Analyst position at Command Holdings?
CeLeen, an operating firm of Command Holdings, is currently seeking a Program Analyst for an opening on a Department of Defense contract. The individual will serve in a senior role supporting the National Guard Integration Office (NGIO) and NORAD and USNORTHCOM (N&NC). Candidates need an understanding of the organizational structure, authorities and missions of the Army and Air National Guard. Candidates should have experience working in or with the Joint Staff, a Combatant Command, the National Guard Bureau, inter-agencies and be familiar with the roles of the National Guard under both Title 10 and Title 32.
Responsibilities may include, but are not limited to:
- Research, review, write, and provide succinct products on complex issues for use by senior leaders and decision makers. Products may be in the form of information papers, point papers, decision papers, briefings, or comment resolution matrices.
- Prepare products to incorporate information relevant to the issue, that compare and contrast alternative solutions, and which take into consideration the strategic implications of the alternative courses of action.
- Review and analyze policy papers and then identify and explain any impact on the National Guard.
- Represent the NGIO in planning teams and working groups.
- Support the Special Assistant to the Commander NORTHCOM, the Mobilization Assistant to the Commander NORAD, the NGIO Chief Integrator, and NGIO staff by providing effective high-level leadership representation, information, coordination and communication with the National Guard Bureau, Army and Air Guard Directorates, Combatant and functional Commands, Joint Staffs and the States.
- Support information sharing between NORAD & USNORTHCOM and NGB by setting up, coordinating and attending teleconferences with the Air National Guard (ANG), Army National Guard (ARNG), the NG JS, and other NGB organizations for strategic updates on key issues affecting the NG to improve the Common Operational Picture expectations across DOD.
- Able to identify TMT tasks, identifying task number and subject, to whom the task was assigned, suspense date, and status.
Expected salary range: $95,000 - $110,000
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.

Basic Qualifications
- Bachelor's degree.
- Current, active Top Secret security clearance with the ability to obtain SCI access.
- 10 years of relevant professional experience.
- 5 years National Guard experience.
- Knowledge of Interagency and DOD Joint Planning and Operations.
- Knowledge of the National Guard strategic documents and Total Force Integration (TFI) initiatives.
- Familiarity with the Task Management Tool (TMT) or ETMS2.
- Experience in a DoD environment
- Demonstrated proficiency in using all Microsoft Office applications.
- Outstanding communication skills, influencing abilities, and client focus.
- Must be a U.S. citizen.
- Professional proficiency in English is required.

Preferred Qualifications
- Master's Degree.
- Active TS/SCI Clearance.
- Graduate of Professional Military Education.
- Joint Force experience.
