Pre-Commissioning Engineer 

Job description:

This position is responsible for supporting onshore planning, vessel mobilization / demobilization and offshore pre-commissioning activities as executed by TechnipFMC for a given project. The primary responsibilities of this position include but are not limited to the following:

General:

  • Provide pre-commissioning group consolidation support (participation in developing pre-commissioning documents, database, etc.).
  • Complete specific pre-commissioning training.
  • Promote quality and safety culture at work and with subcontractors / suppliers.
  • Reinforce and strengthen the HSES culture at every opportunity within projects and offsite / offshore operations and promote correct HSES behaviors through personal actions.
  • Participate in the identification of work scope risks, including the development and implementation of risk mitigations.
  • Ensure corporate standards, Company requirements (contract), government regulations and industry standards are complied with.

Tender(s):

  • Participate in tender reviews as required.
  • Review of Company project scope of work.
  • Prepare method statements, equipment / material lists, and Cost, Time & Resource (CTR) estimates for relevant scopes for FEED / Tenders.
  • Review / prepare Request For Quotation (RFQ), pre-commissioning plan, qualifications, schedule and budget.
  • Serve as Company Subject Matter expert with Client during technical clarification and exception discussions.

Project(s):

  • Key areas of responsibility include management of subcontractors / suppliers, engineering, and offshore representation.
  • Assist with the engineering associated with the pre-commissioning activities under direction from the project pre-commissioning lead or supervisor.
  • Review and familiarization of Company required scope of work, drawings, project specifications and standards related to pre-commissioning work scopes. For instance, review project subsea structure design (valves, connectors, bends, tees, etc.) to ensure pigging and hydrotesting feasibility.
  • Develop specific project pre-commissioning method statement including overall philosophy, MDR (list of procedure and as-built documentation deliverables).
  • Identify the pre-commissioning personnel and equipment list requirement including consumables and spares for assigned scope.
  • Prepare scope of work and Material Requisition (MR) / Service Requisition (SR) documents, also called Invitation To Tender (ITT), for the pre-commissioning subcontract of umbilicals, flowlines and pipelines and any required specifications for pre-commissioning equipment such as pig launcher/receiver, pigs, flanges, hot stab connectors, etc.
  • Assist with the assessment and selection of pre-commissioning subcontractor. Review of subcontractor proposal (including personnel, equipment list, consumables, and vendor qualifications) and organize clarification meeting with the contract engineer. Prepare subcontractor technical and commercial evaluation and comparison (technical compliance of solutions, contractual compliance with contract, project work time schedule compliance, cost comparison, participation in subcontractor audits). Work with contract team to prepare a work order with selected vendors.
  • Follow-up with awarded subcontractor (on a daily basis), review/approval of pre-commissioning subcontractor project specific procedures, equipment spread, and ensure compliance with the required scope of work and specifications. Ensure that pre-commissioning procedures are of high quality and available on time.
  • Provide Input/Review for specific equipment design and subsea structures FAT procedure.
  • Participate in the development of any required Company mechanical completion / facilities handover system database.
  • Coordinate internal and external technical interfaces with project team, pre-commissioning subcontractors, vessel/platform personnel, client and third-party contractor and report on status of work, potential delays, problems, etc.
  • Participate in project risk analysis review, Constructability Review, HAZID/HIRA sessions, Operation Readiness Review and safety workshops, regarding pre-commissioning activities as required. Ensure quality and/or safety risks (or issues) are properly addressed prior to commencing field activities.
  • Attend site survey (vessels, onshore site) to review pre-com equipment deck layout & utilities requirement, Site Integration Tests (SITs), Factory Acceptance Tests (FATs) including photos/written report as required.
  • Attend subcontractor equipment reviews prior to mobilization (function test, check equipment certification and calibration package) ensuring equipment readiness.
  • Ensure subcontractor equipment and personnel are mobilized according to the offshore operation schedule and any other non-subcontractor equipment.
  • Follow-up pre-commissioning activities on the work site and report to the offshore construction manager (or Project Pre-commissioning Lead).
  • Ensure that all work is performed consistently in accordance with project procedures and to the highest technical standards.
  • Ensure management of change processes are adhered to, when/if required.
  • Capture and record (negative/positive) pre-commissioning lessons learnt during and on completion of the project (engineering phase, offshore operations, personnel and equipment logistic, planning, QHSE, contract and cost).
  • Ensure as-built documentation is received from vendors and generate project close-out report including lessons learnt, as-built schedule/pre-commissioning activity duration, assessment of subcontractors and close-out of subcontract including invoice review.

You are meant for this job if:

  • Bachelor’s degree in an Engineering Discipline or equivalent (including foreign equivalent) required; Master’s or foreign equivalent degree in Mechanical, Civil, Naval Architecture or Ocean Engineering preferred.
  • Minimum of two (2) years’ experience with a background and hands-on experience in offshore pipeline, flexible and umbilical pre-commissioning engineering, planning and execution.
  • Experience must include offshore experience onboard installation vessels, offshore production platform or construction yards.
  • Ability to obtain a TWIC, passport, working visa(s) and medical certs such as BOSIET and OGUK.

KNOWLEDGE / SKILLS REQUIREMENTS:

  • International project experience as multiple international projects get executed by TechnipFMC North America business unit.
  • Demonstrated experience with water management on pre-commissioning project (Discharge and especially Gulf of Mexico regulation).
  • Proficient in DNV JIP and Recommended Practices.
  • Knowledge of International codes, standards as well as regulations relevant to pre-commissioning activities (API, ASME, ISO, DNV, SAE, CFR, CHARM).
  • Ability to work on multiple projects at once.
  • Ability to produce effective and efficient results.
  • Able to develop robust, innovative solutions.
  • Self-motivated, flexible, and capable of multi-tasking in a fast paced environment.
  • Must have strong planning, organizational and time management skills.
  • Ability to prioritize workloads and to define / maintain cost basis and schedules.

WORK ENVIRONMENT: Office-based position with occasional trips offsite and offshore.

  • 75% office environment and 25% field (onshore / offshore; days / nights) environment. The office environment is a flexible working program with includes a minimum of 2 days in the office a week and 3 days maximum working from home.
  • Travel required to support vessel mobilization / demobilization and offshore operations domestically and internationally.
  • Travel to client, subcontractor, vendor and consultant offices for meetings.
  • Required to work extended hours occasionally to meet the job / project requirements.

PHYSICAL DEMANDS: 

  • Frequent sitting and operating a computer when in the office. 
  • Frequent walking, standing, climbing stairs / ladders while onboard the vessel and platforms, as well as exposure to sea conditions (vessel movement, summer heat, etc.)
