OIA is currently seeking a highly-organized problem solver, with the ability to thoroughly analyze challenges and opportunities and present clear and concise proposed courses of action that effectively consider financial resources, employees, and stakeholders, to serve as assistant vice president, resource management and planning.
The assistant vice president, resource management and planning, is a key strategic resource for the senior leadership of the division, providing highly collaborative fiscal, human resources and organizational planning expertise. This position facilitates and supports a widely varied portfolio of programmatic areas, promoting excellence and continuous quality improvement. S/he is responsible for the oversight of financial planning and management of central senior management budgets in OIA. In addition, s/he will formulate, evaluate, coordinate and distribute annual operating budgets for OIA units. The successful candidate will also be responsible for space planning, oversight of human resource functions and special projects on behalf of the vice president’s office. Other responsibilities include preparing long-term revenue and expense forecasts, financial reports, providing oversight of senior management payroll, grants and contracts, accounts payable and receivable, maintaining databases of OIA financial and personnel resources, ensuring wide compliance with university purchasing and asset management procedures, and managing audits and compliance attestations. This position will manage financial, budgetary and personnel allocations and transfers within the university systems; serve as the primary financial liaison with departments such as the Office of the University Controller, Office of Budget and Financial Planning, Office of Sponsored Programs, Virginia Tech Foundation; and coordinate pertinent financial activities with other departments across the university. The assistant vice president reviews and guides hiring, personnel and compensation actions, providing recommendations and counsel to the VP and senior leaders in OIA as appropriate; and coordinates training and performance management needs for the senior management area. This position is also responsible for interpreting state and university policies, and developing and implementing internal processes and procedures relating to financial, human resource and administrative functions in collaboration with OIA senior leadership. The assistant vice president has signatory authority for senior management financial and personnel transactions, and provides oversight for the budgets and personnel functions for the office of the vice president. In addition, this position provides oversight for special projects and initiatives, and works closely with the vice president and senior leaders in OIA to ensure implementation and adherence to best management practices and actions at the university-level. The assistant vice president reports to the vice president for OIA and represents senior management on university committees, search committees and task forces as needed.

Required Qualifications

Master's degree in a related field, or bachelor’s degree with significant comparable experience in financial and personnel management.
Comprehensive experience in budgeting and accounting
Proven experience interpreting financial data and preparing projections and reports
Significant experience in human resource management
Excellent computer/software skills
High level of experience with financial management and personnel application software is necessary
Must have excellent communication and interpersonal skills
Demonstrated ability to work effectively and collaboratively with colleagues at all levels of the organization
Ability to handle sensitive information and situations with confidentiality and discretion is necessary
Must be able to work independently and exercise judgment in decision making.

Preferred Qualifications

Prior experience in higher education
Master’s degree in business, public policy or CPA
Advanced software and data management skills
Knowledge of public higher education policies and practices
Experience with Banner finance and HR systems, procurement and other related university systems
