Job Duties:
The Department for Aging and Rehabilitative Services (DARS) Fiscal Division supports the Agency’s mission by providing quality financial management through Budget, Grants, Accounts Payable, Accounts Receivable, General Accounting, Financial Reporting, Payroll, and Compliance services for DARS and the Disability Service Agencies (DSAs). Fiscal services are delivered while being good stewards of the taxpayer’s dollars entrusted to DARS and the DSAs and in accordance with policies, procedures, and regulations.
We are seeking a Budget Manager to provide leadership and direction for all aspects of budget operations for multiple agencies with over 300 million in operating and capital budgets. The selected candidate will be responsible for planning, formulating, evaluating, and coordinating budget plans in accordance with agency goals and objectives while coordinating detailed financial research and analysis related to budget, grants, special reports, and other areas as required. Duties include but are not limited to:
• Conducting and developing the annual and biennial budget process
• Monitoring revenues and expenses to ensure conformance to the budget
• Developing recommendations for adjustments
• Monitoring budget status and revenues
• Assisting agency leaders and/or designees with submission of accurate and viable budget proposals
• Manages a staff of professional financial specialists
Minimum Qualifications:
The ideal candidate will have:
Knowledge/Experience -
Considerable experience in leadership skills in directing, planning, organizing, supervising, and coordinating budget operations. Progressive experience in budget planning, development, and execution with the Commonwealth of Virginia. Advanced knowledge of policies, principles, procedures, practices, and systems of program budgeting. Knowledge of grants accounting, financial accounting, and financial management principles, practices, and techniques.
Skills/Abilities-
Advanced computer skills, including proficiency in MS Excel, Access, Word, and PowerPoint. In-depth knowledge of accounting systems. Interpersonal and communication skills and the ability to work effectively and exercise a high degree of diplomacy, discretion, and collaboration in dealing with various stakeholders at all levels. Demonstrated ability to define, analyze, and formulate alternative solutions to complex budget issues.
Additional Considerations:
Training and/or experience in Public or Business Administration, Finance or related field with progressive financial management. Advanced use and experience with budget model applications and reporting.
