Job Description:


Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years.  It has grown from 1 campus into a regional educational and economic force.  TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions.  The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges. 

Lead, plan, and direct the college’s comprehensive financial aid program serving a four-campus community and totaling more than $75 million in federal, state, and institutional funds. Maintain an innovative, student-centered philosophy for the delivery of financial aid that promotes access and positively influences recruitment, retention, and the growth of the institution.

FUNCTIONAL RESPONSIBILITIES:

1. Serve as the College’s chief financial aid administrator responsible for all matters of compliance with State, Federal, and institutional rules and regulations.
2. Administer all Federal and State financial aid programs including the development of financial aid packaging plans to ensure a fair distribution of funds with the goal of maximizing need-based aid, establish State and Federal financial aid spending levels based on annual allocations, determine an equitable distribution of Federal Work Study funds to the four campuses and continually monitor spending, and the consistent application of policies and procedures related to financial aid awarding.
3. Oversee the management of the financial aid functionality in the Student Information System (SIS) for the purpose of completing all financial aid tasks in an automated environment for maximum efficiency and objectivity.
4. Ensure a collaborative relationship with all colleagues and constituents to improve the delivery of financial aid to students. Maintain a culture of cooperation between Central Financial Aid staff and the staff and administrators at each of the four campuses.
5. Communicate program updates and changes regularly to all constituents in order to ensure proper application of procedures and compliance with rules and regulations.
6. Oversee the completion of all Federal and State reports and ensure that deadlines are met.
7. Complete the annual Fiscal Operations Report and Application to Participate (FISAP).
8. Update the college’s Application for Approval to Participate in Federal Student Financial Aid Programs as needed (E-App, PPA, ECAR).
9. Oversee the annual development of Cost of Attendance budgets for the various student groups.
10. Continually evaluate productivity and meet goals and objectives established for the Office of Central Financial Aid.
11. Ensure that management staff perform duties as assigned and provide appropriate oversight to their direct reports.
12. Respond to student inquiries and concerns as they pertain to processes and regulations.
13. Lead the Financial Aid Management Team.
14. Perform other tasks related to financial aid as assigned by the Vice President for Finance.

Minimum Qualifications:

  • A master’s degree in Business Administration or a related field from a regionally accredited college or university.
  • Ten years of progressively responsible experience in financial aid administration with at least five years of supervisory experience.
  • A comprehensive working knowledge of all aspects of financial aid administration including awarding and packaging, Federal and State financial aid regulations, development of policies and procedures, audits, budget management and reconciliation, and the management of a complex student information system for the delivery of financial aid, preferably in a community college setting.
  • Ability to plan, organize, and implement a large, complex financial aid processing operation; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with other administrators, staff, subordinates, State and Federal officials, and the general public.
  • Demonstrated skills in problem solving and resolution.
  • Demonstrated computer competency in Microsoft Office, an enterprise-based comprehensive higher education Student Information System, and various online financial aid resources.
Preferred Qualifications:

  • ·Experience with PeopleSoft Student Information System.
