Job Duties
The Department of General Services (DGS) Fiscal Office is seeking a qualified Financial Services Manager I to manage professional accounting work of considerable difficulty in the operation of the financial reporting unit of the agency’s fiscal office. This position will be responsible for reviewing and analyzing monthly financial statements and account reconciliations; managing the reporting of expenditures for Capital Outlay and Maintenance Reserve projects; reviewing and analyzing GASB 87 lease data and managing related financial reporting; reviewing and analyzing GASB 96 SBITA data and managing related financial reporting; preparing financial statements and footnotes for the year-end submissions to be included in the Commonwealth’s Annual Comprehensive Financial Report; providing leadership, training and direction to fiscal employees supporting the Fixed Assets, Capital Outlay, and General Ledger functions.

Minimum Qualifications
• Significant experience in accounting or finance
• Substantial experience managing and directing staff
• Significant experience with Microsoft Office (Excel, Word and Outlook) and automated financial systems
• Considerable knowledge of complex financial structures
• Considerable knowledge of fund accounting and governmental financial management
• Considerable knowledge of financial structures and requirements including GAAP, GASB, and Commonwealth accounting policies, procedures, financial management and related federal and state laws
• Considerable knowledge of Capital project accounting
• Considerable knowledge of Lease accounting
• Significant skills utilizing automated financial systems, inputting and reviewing financial data
• Significant skills utilizing Microsoft Office (Word, Outlook and Excel); to include utilizing formulas, pivot tables, etc., creating and developing spreadsheets to effectively accomplish work, manipulate and analyze data and communicate relevant information
• Demonstrated ability to analyze and interpret financial state and make sound recommendations
• Demonstrated ability to supervise and direct staff in the timely and accurate accomplishment of varied duties and priorities
• Demonstrated ability preparing, evaluating and explaining complex and diverse financial data
• Demonstrated ability preparing and assisting with preparation of financial reports
• Demonstrated ability to communicate effectively orally and in writing with all levels of management and with central state agencies
Additional Considerations
• Knowledge of Commonwealth of Virginia accounting policies, processes, procedures, financial management and related state laws
