Job Duties:
The Virginia Dept for the Blind and Vision Impaired (DBVI) enable blind and vision-impaired individuals to achieve their maximum level of employment, education, and independence. The Administration Division supports the Agency’s mission by providing quality financial management, facilities management, policy and legislative services, and performance management. All financial and risk management support services are delivered with the goal of maximizing the funds entrusted to DBVI by the Commonwealth of Virginia.
DBVI seeks a Fiscal Analyst. Under the direction of the Finance and Risk Management Director, the Fiscal Analyst supports the operating and capital budget development, execution, accounting, reconciliation, and reporting processes for two agencies and multiple program areas. The position provides professional-level support by actively promoting and utilizing sound financial management practices and guiding internal and external customers in the utilization of its financial resources in accordance with applicable policies, codes, and regulations.
This position will perform detailed financial research, analysis, and reconciliation of the agency’s general and non-general fund revenue and expenditure activity, VITA Infrastructure and Telecommunication activity, and Cardinal HCM activity; create ad hoc analysis reports, and answer questions that may arise from both internal and external customers.
Minimum Qualifications:
The ideal candidate will have:
Knowledge/Experience -
Experience handling sensitive administrative issues and concerns; with budget development or financial management, resource analysis, forecasting, and fiscal administration. Demonstrated experience with state government budgeting and financial systems, including some knowledge of the state’s capital outlay process. Proficient in the use of MS Excel, Word, and PowerPoint. Experience with Cardinal and the Performance Budgeting System.
Skills/Abilities -
Demonstrated ability to interpret and apply fiscal guidelines, policies, and procedures. Working knowledge of generally accepted accounting principles, policies, procedures, and standards; of the principles and practices of program budget planning, formulation, evaluation, and budget execution.
Demonstrated ability to prepare evaluations of budget requests. To identify problem areas and report any findings or areas of concern to management using the proper chain of command. Demonstrated ability to compile, analyze, and report complex facts and data and determine impact on the agency and its programs. To maintain the confidentiality of sensitive and privileged information.
Able to work well in a professional environment and work as an individual and a part of a team to ensure departmental goals are accomplished and to communicate effectively both orally and in writing.
Additional Considerations:
Training in accounting, business administration, or related field with progressive financial management; or equivalent work experience
