Job Duties

The Virginia State Police is seeking a collaborative and innovative team player to serve as a full time Virginia Criminal Information Network (VCIN) Analyst at State Police Headquarters in North Chesterfield, Virginia. This position conducts statewide records audits of federal, state, and local criminal justice agencies to ensure agency compliance with VCIN, FBI/NCIC and CJIS Security Policy requirements; to support and ensure seamless operation of VSP and its mission. As a VCIN Analyst, you will be part of a team that works close with local law enforcement agencies providing guidance and oversight while ensuring the integrity of the Virginia Criminal Information Network is maintained in accordance with federal, state and agency policies and procedures.

•Conducts records audits of federal, state, and local law enforcement/criminal justice agencies.
•Interviews staff, reviews support documents (investigative reports, warrants, property inventories) and compares to system data for compliance with National Criminal Information Center (NCIC) rules, regulations and state laws that apply to automated files.
•Provides training to management, supervisors, and operational personnel in law enforcement/criminal justice agencies to comply with policy standards.
•Ensures integrity of NCIC/VCIN system and system requirements.
•Designs, writes, and enters programs on key code configurations, formats screens, programs new terminals with levels of authorization and programs to protect security and integrity of the computer system.
•Reviews and responds to requests for new and modified equipment.
•Reviews and responds to new or modified VCIN membership requests.
•Develops and maintains manuals, brochures, memos and disseminates to VCIN agencies, users, and field representatives.
•Provides a variety of back-up work pertaining to training support staff, assisting VCIN users and providing software assistance.

Minimum Qualifications

•Working knowledge of information technology security standards; of internal controls related to data and record security as applied to automated systems; and of computer operating systems and various computer platforms.
•Skill in operating computers and using Microsoft Office applications and using network security or virtual private network (VPN) management software.
•Demonstrated ability to compare system data for compliance with rules and regulations; to ensure compliance with Virginia Information Technology Agency (VITA) Security Standards; to create technical training curriculum; to analyze technical problems and provide solutions; to design, write and enter programs on key code configurations, format screens, and program new computer terminals; to write vendor specifications; to conduct security risk assessment; to work independently and as a member of a team; and to communicate effectively orally and in writing in English with individuals inside and outside of the organization.
•Graduation from high school or equivalent.
•Valid Vehicle Operator’s License.
•Must be eligible to become Virginia Criminal Information Network (VCIN) certified, which requires either United States (U.S.) citizenship or having been a lawful permanent resident of the U.S. and eligible for naturalization and must become a VCIN full access operator within six months.
