Job Description
Title: Director of Workforce Programs
The Position:
This is a full-time, exempt position that reports to the Executive Director.
Overview:
The Director of Workforce Programs oversees transitional employment programs aimed at providing job opportunities for underemployed and unemployed individuals, often facing employment barriers. These programs, include Duluth Stream Corps and Community Construction, offer training in both soft and hard skills to prepare participants for future employment opportunities. Responsibilities:
· Oversee the management of Duluth Stream Corps and Community Construction, supporting the program managers to effectively administer and develop their respective areas.
· Provide leadership and promote professional and educational development to ensure programs are successfully recruiting, educating, training, and transitioning workers.
· Serve as the chief administrator for these programs, managing budgets, applying for and overseeing grants, and ensuring compliance and licensing requirements are met.
· Have the authority and responsibility to expand existing programs or develop new ones to meet organizational and community needs.
Key Duties:
· Collaborate closely with the City of Duluth and other governing bodies to plan and manage various transitional employment projects, such as tree planting, trail building, environmental regulation compliance, invasive species removal, housing renovations, and more.
· Coordinate project logistics with area partners.
· Hire, train, and develop program managers and crew leads, a team of 4.
· Manage multiple program budgets with diverse funding sources, in collaboration with subordinate managers and other administrators.
· Coordinate supplies and logistics with the help of subordinate managers.
· Prepare project bids with the support of the Executive Director and subordinate managers.
· Coordinate additional supportive services to eliminate barrier to our workforce participants.
· Seek funding and write grants with the Executive Director, Development team, and subordinate managers.
Qualifications:
· Preferred candidates will have excellent relationship-building and partnership management skills.
· Ability to synthesize and summarize complex issues, utilize data effectively, and present ideas clearly.
· Proven ability to establish and maintain effective cross-functional working relationships with various stakeholders and external partners.
· Familiarity with platforms and tools that enhance program efficiencies.
· Commitment to fostering a culture of learning and development within transitional employment opportunities.
· Understanding of strategic grantmaking and budget management.
· Minimum of 2 years of experience in a workforce development leadership role.
· Leadership qualities that inspire and motivate team members.
· Ability to create a professional and safe work environment.
· Effective communication skills.
· Current MN Driver’s license and insurance.
· A strong understanding of cultural competence and the challenges associated with poverty.
· High attention to detail and proficiency in managing multi-line item budgets from various funding sources.
· Strong writing and technical skills.
Compensation:
The starting salary range for this position is $60,000 to $70,000 per year, with potential for growth and a comprehensive benefits package.
