This position is responsible for acting as the primary IT point of contact for application administration needs within the NYBC Enterprise (BBD, CBC, IBR, NYBC, and RIBC). Responsible for working with the business and other branches of the IT teams to assess processes, determine requirements, develop documentations, and provide recommendations to stakeholders. Collaborates with Enterprise IT-QA team to review Test Plans as they relate to requirements. Performs systems analysis, technical evaluation, installation, testing, maintenance, an support for a variety of computer software applications. Communicates with hardware and software vendors, management staff, and users to ensure compliance with all applicable regulations and business practices. Oversees database and table configurations, and user security hanges for all applications systesm. Coordinates testing for purchased and custom-developed software.

Responsibilities

Essential Functions:

  • Identifies and resolves anomalies, configuration changes, and upgrades to the systems.
  • Supports major changes in software or operational functions.
  • Trains and supports application end users on application functionality.
  • Develops business use cases, test plans and models, and analyzing results and correcting or coordinating the correction of any deficiencies.
  • Supports database, table configuration, and security changes for supported applications.
  • Provides operational assistance to end users by communicating very complex tehnical issues to non-technical personnel.
  • Installs, implements, and promotes utilization of software applications.
  • Creates requirements andd technical documentation to provide overviews and explanations of systems functions.
  • Asssts departments with validations and developing user training programs.
  • Works with IT leadership to ensure long and short-term needs are met in relation to overall IT vision/direction.
  • Confidently communicate and interpret intermediate information in English to all members of the public and NYBCe Staff.
  • Attends meetings as necesary.
  • Participates in continuing education and networking events as required.
  • Makes recommendations to improve buiness unit practices and processes.
  • Any related duties as assigned.

Qualifications

Knowledge:

Preferered knowledge and experience in one or more areas:

  • Experience with SQL (both Oracle PL/SQL. Oracle MySQL, and Microsoft T-SQL)
  • Reporting tools (SAP Crystal Reports, Microsoft Power Query for Excel, SQL Reports, Power BI, etc.)
  • Integration development using SQL Server Integration Services (SSIS) and SOAP-based or RESTful APIs.
  • Web development technologies including HTML, ASP.NET, JavaScript, PHP, and CSS.
  • Scripting languages such as Python, PowerShell, and AHK, and 
  • Microsoft SharePoint.
  • Knowlege of the practices, principles and techniques of computer operations and software applications, including (but not limited to);
    • Change Control Management and Version Control,
    • Application Support,
    • Microsoft Office Suite and related technologies,
    • Database management systems, incuding Oracle and Microsoft SQL Server, and 
    • Reporting tools such as Crystal Reports and SQL reporting.

Skills and Abilities:

  • Ability to analyze processes and procedures.
  • Ability to read and understand Standard Operating Procedures (SOPs) and make preliminary assessment of their appropriateness and clarity.
  • Attention to detail in all work processes.
  • High level of interpersonal skills to handle a variety of moderate issues and situations. Position requires demonstrated poise, tact, and diplomacy in dealing with a variety of staff up to and including executive leadership.
  • Ability to communicate clearly and with authority, both in writing and verbally, to others in one-on-one or small group settings.
  • Ability to interact with individuals at all levels of the organization and customers in a helpful, courteous, and friendly manner while demonstrating sensitivity to and respect for diverse populations.
  • Ability to plan and organize job tasks or resources in an efficient manner.
  • Abiity to be responsive and available to management to address issues and concerns as they arise.
  • Ability to work in a fast-paced environment with demonstrated ability to juggle multiple competing tasks and demands.
  • Ability to use logic and reasoning to identify and analyze the strengths and weakneses of alternative solutions, conclusions or approaches to problems within established policies and procedures.

 

Education:

 

Bachelor's degree preferred in IT, Computer Science/Engineering, CIS, CLS, or other applicable area of study, or equivalent experience.

 

Experience:

 

4 years of experience in managing complex application system within a fast-paced, lean IT infrastructure, or performing duties in a related area.

 

Any combination of education, training, and experience that has supplied the necessary knowledge, skills and experience to perform the essential functions of the job will be considered.
