The purpose of this position is to provide departmental leadership, managing and performing administrative work in support of Employee Relations, Equity, Training and Organizational Development for the College staff related to Human Resources.  

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Master’s degree in Human Resources or related field and seven (7) years of recent experience in Employee Relations including a minimum of three (3) years of staff supervision and related experience in, Human Resources Management and Labor Relations. Current PHR, SPHR SHRM-CP or SHRM-SCP, Demonstrated experience investigating and adjudicating Title VII, Title IX, and ADA related complaints and issues. Demonstrated knowledge of all federal and state laws and regulations regarding Employee Relations and a Labor Relations, Experience working with labor unions is preferred. EEO/AAP, record maintenance and retention required. Prior experience working in higher education preferred.

  1. Provide direct supervision, develop and evaluate assigned staff. .
  2. Remain knowledgeable about the College, its structure, culture, policies, and practices.
  3. Serve as point of contact for developing training and organizational development initiatives, as well as resolving employee relations and equity issues.
  4. Develop and manage operating budget for assigned unit. 
  5. Prepare and analyze reports.
  6. Develop policies and procedures.
  7. Serve as liaison between College departments, faculty and/or staff. 
  1. Oversees the Employee Relations, Labor Relations and Equity section. Consults with CCBC Directors, Managers and Supervisors to resolve performance problems, employee disputes, and disciplinary actions. Counsels employees and supervisors regarding performance issues.  
  2. Manages the investigation and adjudication of employee and student complaints of harassment and discrimination, including Title VII and Title IX. 
  3. May serve as the Executive Director, Human Resources’ “Designee/Equity Officer in the employee (union and non-union) grievance process.  
  4. Develops HR directives and policies in accordance with all applicable local, state, and federal regulations.
  5. Serves as liaison to the CCBC sponsored employee assistance program (EAP) and refers employees to the CCBC EAP for employees whose job performance is affected by personal, financial and/or substance dependency.  
  6. Coordinates and effectively directs the Affirmative Action and Equal Opportunity plans, maintaining integrity to CCBC’s commitment to diversity. Ensures compliance with federal and state laws and regulations regarding employment, labor relations, and benefits. Supervises audits and preparation of reports and applications required by federal, state and /or local agencies. 
  7. Conducts and/or supervises investigations related to charges, complaints and other circumstances which allegedly violates the College’s non-discrimination, equal opportunity or affirmative action policies
  8. Coordinates the Americans with Disability Act Amendments Act (ADAAA) accommodations to plan reasonable accommodations for disabled employees in a consistent and legal manner. 
  9. May direct the administration of workers' compensation and unemployment insurance.  
  10. Participates, with the Vice President, Administration and the Executive Director, Human Resources, in the negotiation of collective bargaining agreements.  
  11. Assists students, staff, and the general community with basic, general HR services.
  12. Develops training, organizational development and other solutions related to staffing issues and HR initiatives.
  13. Develops and facilitates training workshops for supervisors and other college staff, based upon the college’s and Human Resources strategic priorities as well as employee needs. 
  14. Represents HR at CCBC functions as subject matter expert. 
  15. Makes presentations upon request within areas of expertise.
