Community House Mental Health Agency is seeking a Residential Housing Specialist-Case Manager (RSH/CM) who will use these guiding principles to assist our clients in increasing sustainable and reliable community-based support networks.
Job Summary: Work as part of a team to provide comprehensive community supports for adults in transitional community-based supported housing with emphasis on providing competency restoration services to people determined by the court as not competent to stand trial and assist in their own defense and appropriate for community-based services. This program works closely with the Health Care Authority and DSHS Forensic Navigators. The RSH/CM provides direct services to people enrolled in the Outpatient Competency Restoration Program (OCRP) including working with people in a community-based or office setting on a one-on-one or group basis.
Essential Job Duties:
- Ability to work non-traditional schedule including some holidays.
- Provide immediate crisis intervention and resolution as needed.
- Provide collaborative support to participants alongside other providers in a multi-agency team.
- Provide information and referral services for food banks, information, and referral for vocational and/or educational services, and other participant identified needs.
- Always maintain client and staff confidentiality.
- Have legible handwriting.
- Be able to read and comprehend agency/client charts and files.
Specific Duties Required of Transitional Housing Specialist/Subject Matter Expert:
- Upon request the THS-CM will assist clients in:
- Utilizing the “Breaking Barriers C.O.R.E. curriculum as it relates to competency restoration services to address a person’s specific barriers to competency.
- Provide individualized care plans to address barriers to competency.
- Monitor an OCRP’s enrolled person’s barriers to competency.
- Develop and maintain an individualized care plan including barriers to competency and assigned interventions.
- Work with OCRP enrolled people in an office or community-based setting on weekly basis with the goal of addressing a person’s barriers to competency by providing psychoeducation using the Breaking Barriers C.O.R.E. curriculum.
- THS-CM will perform the following responsibilities when called upon:
- Work semi-independently managing a caseload of OCRP enrolled people in a highly competent and professional manner.
- Complete a significant amount of non-routine tasks of moderate complexity which are guided by formal policies and procedures daily.
- Provide back-up or outreach accompaniment to staff members when an OCRP enrolled person may be in crisis.
- THS-CM will be required to have the following skills and knowledge:
- Ability to assess training needs of team members and provide training and coaching when appropriate.
- Time management skills, priorities, and paperwork; excellent written and oral communication skills.
- Must be able to work effectively in a team environment and the ability to collaborate effectively with external partners.
- Understanding of the importance of clear; professional boundaries and maintenance of such.
- Cultural competence.
- Perform assigned duties which include but are not limited to:
- Attend all Team/staff/community/agency meetings interacting in a collaborative, professional and constructive manner.
- Attend all program and agency mandated trainings.
- Performs other duties as assigned.
- Assist in Activities of Daily Living as needed for OCRP enrolled persons to develop:
- Skills needed to successfully live in the community.
- Assistance includes:
- Hygiene needs
- Meal prep
- Laundry
- Assessment of living spaces for cleaning purposes
- Coordinate OCRP enrolled person’s needs which may include but are not limited to assistance with:
- Medical/dental appointments,
- Outpatient behavioral health and/or
- SUD appointments,
- Court and probation appointments
- Engagement with community-based support networks
- Information and referral services for Food Banks
- Vocational Services
- Other needs identified by OCRP enrolled person
- Accompany clients to these appointments when necessary and/or assist with client transportation.

Job Requirements:
- Current home phone/address.
- Valid driver’s license and clean driving record to use agency vehicles.
- Documentation of personal insurance to use personal vehicle for member transport and to use agency vehicles.
- Agree to permit Criminal Conviction Inquiry.
- Be free of substance use.
- A working knowledge and adherence to all agency policies and procedures.
Minimum Qualifications:
- BA/BS – bachelor’s degree preferred.
- Experience with target population or ability to acquire specialized training to work with target population.
- Ability to work independently and in a team.
- Must be eligible for a Washington State Department of Health Agency Affiliated Counselor Registration or other licensed mental health credential.
