Job Title: Mainframe Application Programmer Analysts Location: West Virginia Department of Motor Vehicles (WV DMV), [Location] Duration: Full-time
Job Description: Mainframe Application Programmer Analysts are responsible for creating, implementing, and enhancing modifications to the WV DMV Drivers' License System to meet various federal requirements and ensure compliance with changes in both Federal and State laws. This includes incorporating updates mandated by the American Association of Motor Vehicle Administrators (AAMVA) and the Federal Motor Carrier Safety Administration (FMCSA).
Key Responsibilities:
Create and implement modifications to the WV DMV Drivers' License System to meet AAMVA CDLIS Modernization Federal requirements, specifically ensuring the creation of a clean CDL file (CD31).
Perform enhancements to incorporate new ACD codes as required by the Agency.
Implement system enhancements to interface with the WV Court System to comply with FMCSA requirements regarding adding convictions involving Commercial Driver License holders to driver records within (10) days of the conviction date.
Establish interfaces with all WV DMV systems as required.
Ensure compliance with changes in both Federal and State laws by making necessary enhancements to the DMV Drivers' License System.
Perform enhancements and ensure day-to-day operation resulting from mainframe system upgrades and new programming requests.
Provide daily operational support, including telephone support to end users, attending meetings, developing and conducting training, and troubleshooting problems.
Develop code to meet mandates from Federal and State regulatory authorities, including the development of state-to-state interfaces based on AAMVA mandates.
Collaborate with agency personnel, conduct system testing, and provide training as needed.
Required Qualifications:
Solid understanding or experience working with AAMVA applications, including CDLIS, PDPS, Social Security Online Verification, and the Unified Network Interface.
Proficiency in mainframe programming languages and technologies.
Knowledge of AAMVA Code Dictionary (ACD codes).
Familiarity with the State-to-State system with AAMVA.
