Technical Services Coordinator
Fisheries Resource Management (FRM)

Hourly Wage: $46.10-$51.88/Regular/Full-Time/Supervisory
Location: Toppenish
Directs the technical activities of technical staff in implementing the Fisheries Resource Management Program (FRMP) mission statement at the direction of the Program Manager and pursuant to policy guidance received from Tribal Council. This position is responsible to coordinate the development of resource management goals and objectives as well as strategic plans to achieve them in accordance with established policies, regulations, ordinances and resolutions. Manages technical staff directly responsible for protecting Yakama Nation interests in harvest management, hatchery production, habitat management and hydroelectric operations that affect the status and productivity of the Yakama Nation treaty-reserved fishery resource. Incumbent is the principal technical liaison with tribal, state and federal co-managers in regional fishery management processes. Serves as the technical advisor to Tribal Council and legal counsel in matters relating to the U.S. v Oregon treaty fishing rights case. Work is performed with considerable latitude for independent professional judgment and action.
Examples of Work Performed:
Plans, develops, organizes, supervises and participates in FRMP technical activities. Develops recommendations for improvements in program goals and functions.
Ensures that program goals, management plans, and staff activities are consistent with tribal policies and regulations.
Assists in the development of program priorities and funding strategies to implement them.
Organizes and coordinates technical staff as needed to execute Tribal Council directives.
Analyzes and reports through the chain of command to the Tribal Council on management options and effects of policy choices affecting treaty fishery resources and habitats.
Serves as technical advisor to tribal policy representatives and legal staff in negotiations with tribal, state, and federal governments regarding management of treaty fishery resources and habitats.
Prepares oral and written briefings, guidance documents, grant applications, reports, presentations and public testimony as directed.
Participates in regional interagency technical work groups, committees and boards charged with developing fishery management plans and strategies for policy review.
Critically evaluates regional scientific and technical reports, management plans, recovery plans, environmental impact statements, and other documents to ensure consistency with tribal interests, policies and goals.
Reviews draft management plans for consistency with Treaty fishing rights and authorities of the Yakama Nation as a self-regulating fishery co-manager.
Advises and assists technical staff as needed to resolve obstacles to implementing actions that preserve, protect and enhance tribal fishery resources and fisheries.
Knowledge, Skills and Abilities:
Knowledge of the life cycle of salmon and other fishery resources in the Columbia River including a thorough understanding of the threats and risks to their habitats.
Knowledge of and sensitivity to the Yakama culture, traditions, values and worldview on natural resource management.
Knowledge and experience in scientific theories and principles of fishery management, population dynamics, experimental design methodologies, and standard methods of data collection and analysis.
Knowledge of the principles, practices and theory of public resource administration, including best management practices, risk assessment and decision analysis.
Knowledge of the principles of supervision, organization and administration.
Knowledge of tribal government operations, organization, function, and its relationship with other governments.
Knowledge of rights, authorities and status of the Yakama Nation as a self-regulatory co-manager of the fishery resources pursuant to US v Oregon and US v Washington treaty fishing rights proceedings.
Knowledge of Tribal, State and Federal policies, procedures and regulations pertaining to fish
management and salmon recovery.
Knowledge of assorted Yakama nation policy manuals that govern personnel, purchasing and financial management.
Ability to express ideas effectively both orally and in writing.
Ability to plan, organize and direct the work of subordinates, particularly in connection with legal, political or culturally sensitive management issues.
Ability to establish and maintain respectful working relationships with tribal officials, employees and Yakama Nation public.
Ability to maintain assertive yet tactful working relationships with representatives of diverse interest groups and agencies to resolve resource issues that impact Yakama Nation interests.
Ability to analyze and communicate resource management issues and decision options to Tribal Council, Administration, legal counsel and staff.
Minimum Requirements:
Bachelor's Degree in Fisheries Science or related field.
Five years work experience as a professional fish biologist or related field.
Required to pass pre-employment drug test.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
Preferred Requirements:
Master's degree in Fisheries Science may be substituted for two years of work experience.
