CTUIR MISSION STATEMENT


Exercise the Tribe?s sovereign authority to achieve the maximum protection of resources identified in the Treaty of 1855, to protect newly acquired lands wherein the Tribe has a vested interest, to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.


GENERAL STATEMENT OF DUTIES

The primary responsibility of this position is to assist in ensuring that Cay-Uma-Wa Head Start maintain full compliance with Head Start Performance Standards, Tribal Codes, and other regulations and laws that may apply. Additionally, this individual will ensure a collaborative and comprehensive approach to nutritional, and health early childhood education is implemented. All child health and developmental concerns are identified, and that all enrolled children and families are linked to an ongoing source of continuous, accessible care to meet their basic health needs in developing a medical home. Promote a safe and healthy environment by encouraging practices that prevent illness or injury, and by promotion of positive healthy behaviors that enhance life-long well-being. To develop an early childhood interventions practice in the Cay-Uma-Wa Head Start program.

Enhance child and family awareness and understanding of mental health wellness and the contribution that mental health information and services can make to the wellness of all children and families. Assist with recording, documenting, and communicating needs and progress of children, with program staff, consultants, and parents; as well utilizing and aggregating TSG (Teaching Strategy Gold), performing data entry, and implementing and maintaining School Readiness Goals.


EXAMPLES OF JOBS DUTIES & RESPONSIBILITES


GENERAL HEALTH: DENTAL, HEALTH & MENTAL HEALTH, SAFETY (45 %)


  • Ensure oversights of program?s health, dental, and safety services by licensed consultants knowledgeable about the needs of the community and families of the program. Accomplished by collaborating with Yellowhawk Health Clinic and Education staff to ensure regular health, mental health, safety, and dental education activities are included and documented in lesson plans and noted on monthly calendar.
  • Responsible for ensuring that all children are linked to an ongoing source of continuous accessible care to meet their basic needs.
  • Work with providers to conduct hearing and vision screens and share results with parents and classroom staff.
  • Identify special health needs such as allergies and other chronic illnesses or conditions by reviewing child enrollment forms. Responsible for making sure a health plan is in place and in each child?s file (What illness, who will be part of the plan, and doctor involvement if necessary). Organize information and ensure appropriate staff is aware of health plan.
  • Ensure that each child identified or suspected of having special health needs receive necessary evaluations and ongoing follow-up services and treatment.
  • Establish a system of ongoing communication with parents of the children to facilitate implementation of individual health plans.
  • Collaborate with the Preschool Educator I and II?s to provide training and assistance to families in dealing with the health needs of their children with the overall goal of self-sufficiency.
  • Coordinate and facilitate Health and Service Advisory Committee meetings as needed, not less than quarterly. Be able to take minutes, publish minutes, and keep them filed.
  • Ensure a healthy and safe learning environment through implementation of health policies and procedures as well as establishment of good hygiene and safety procedures that include training staff, children and volunteers.

HEALTH (20%)

  • Responsible for assisting with performing basic first aid to children injured at Head Start and for submitting injury reports to parents and placing in the child?s file.
  • Responsible for observing children for communicable disease and contacting parents to come pick-up a child that is too ill to remain in school as outlined in program health policies.
  • Responsible for following program policies regarding prevention, detection of and exclusion and re-admittance for head lice.
  • Responsible for early prevention to a feasible extent and reporting dangerous circumstances to the Program Manager.
  • Responsible for assisting daily safety check of classrooms, restrooms and playground prior to children?s arrival which includes keeping daily records of safety checks.

DISABLITY SERVICES (20%)

  • Responsible for assisting with referrals for further evaluation of children as indicated by assessment results, observation and input from family and other classroom staff.
  • Responsible for attending Individual Family Service Plan (IFSP) team meetings for children in classroom as requested.
  • Responsible for assisting with implementing Individual Family Service Plans with the teaching staff and assist with challenging behaviors when necessary.
  • Assist Preschool Coordinator with planning and training for parents and staff.

RECORD KEEPING AND RECORDING (10%)

  • Responsible for ensuring child development and progress is documented consistently and objectively, and that it is compiled, aggregated and reported to be able to assist with program improvement.
  • Responsible for ensuring child development and progress is reported to families utilizing an authentic portfolio system.

GENERAL DUTIES OF ALL STAFF: (5%)

  • Must be knowledgeable, or willing to learn, about the CTUIR, history, culture, and language. As well as be always highly respectful when working with members of the CTUIR community.
  • Responsible for participating in staff meetings, conferences, trainings, workshops as assigned including evening and weekend hours.
  • Responsible for participating in assemblies, program presentations and other program activities as requested.
  • Must maintain positive relationships with children, families, parents, consultants, and community supporters.
  • Must be punctual and present to ensure consistent services.
  • Must be willing to be cross-trained and work as a team player.
  • Must be sensitive to needs of low-income population and high-risk families.
  • Responsible for maintaining confidentiality.
  • Must participate in program assessments.
  • Must be willing to commit to the philosophy, goals, and vision of the Head Start Program in accordance with approved rules and regulations.
  • Serve as a role model to parents, staff, and community members.
  • Other duties as assigned pertain to this position.
