Introduction

The State of Connecticu t Department of Mental Health and Addiction Services ( DMHAS ), Office of the Commissioner, is currently seeking two (2) experienced and qualified individuals for the position of Behavioral Health Program Manager .

POSITION HIGHLIGHTS:

  • Unit/Team:Managed Services Division (MSD)
  • Location:410 Capitol Avenue, Hartford, CT
  • Work Schedule: Full-time (40 hours per week), First Shift (8:00 a.m. - 4:30 p.m.), Monday through Friday

IN THIS ROLE YOU WILL:

  • Work with contracted vendors and other state department partners
  • Oversee the implementation and maintenance of statewide behavioral health initiatives including Connecticut's Behavioral Health Home model and the 1115 SUD Demonstration Waiver
  • Ensure quality of services delivered and adherence to all service, billing, and licensing requirements
  • Work with other levels of care in the substance use disorder provider system as needed

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations for special programs;
  • Coordinates, plans and manages program activities;
  • Assists in formulating policy and procedures relating to general administration of a managed service system;
  • Participates in the formulation of agency policy;
  • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
  • Interprets and administers laws pertaining to program;
  • Trains and evaluates staff;
  • Prepares and administers facility and community grant budgets;
  • Maintains contact with individuals, groups and other organizations which might impact on program operations;
  • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
  • Assesses staff needs for delivery of services;
  • Carries out policies and directives of department;
  • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
  • Ensures compliance with internal agency and accrediting bodies' standards;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May assume a leadership role for agency system wide program development and administration activities;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles and practices of public administration;
    • principles of mental health treatment and program design;
    • managed care system principles and practices;
    • clinical treatment methodologies and programs for psychiatric clients;
    • community resources;
  • Knowledge of
    • relevant state and federal laws, statutes and regulations;
    • relevant agency policies and procedures;
    • assertive treatment programs;
    • quality assessment and/or improvement techniques and accreditation body standards;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • analyze and prepare budgets;
    • prepare and administer grants.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master's degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.


PREFERRED QUALIFICATIONS

  • Residential experience with Substance Use Disorder (SUD)
  • Licensure as a Clinical Social Worker, Alcohol and Drug Counselor, Professional Counselor, or Psychologist in the State of Connecticut
  • Experience with regulatory agencies such as the Department of Public Health (DPH), Commission on Accreditation of Rehabilitation Facilities (CARF), and The Joint Commission (TJC)

SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess appropriate current licenses or certifications.
