What are the responsibilities and job description for the COBOL Programmer / .Net Software Developer position at Connecticut Judicial Branch?
The State of Connecticut Judicial Branch is seeking a COBOL Programmer/.Net Software Developer, Information Technology Analyst II for the Information Technology Division. The chosen candidate will primarily be responsible for supporting/coding Open VMS COBOL and development of .Net applications. Qualified applicants will possess experience in the specific functional area of Software Development.
The successful candidate will have knowledge of application management in Legacy Open VMS environment. The chosen candidate will have considerable technical knowledge and ability to identify, analyze and resolve complex business problems, and debug complex software programs.
Developer skills should include hands on experience of COBOL, coding and testing skills for both batch and online applications, knowledge in Open VMS environment.
Preferred candidates will have considerable knowledge of:
- COBOL
- RPC Coding
- ACMS, DECFORMS
- CDD/Data dictionary and RMS files
- MS SQL (TSQL)
- Visual Studio 2019
- VB.Net, HTML5
Additional skills considered to be a plus are:
- C#
- Azure Devops
- Proficiency in SQL Server
In addition to the required qualifications, the chosen candidate will have excellent interpersonal and communication skills, both oral and written. The selected candidate will have the ability to manage the workload for projects and support daily on-going activities, resolve problems during and after working hours and a willingness to coordinate with other teams and work effectively with all levels of technical and non-technical staff and management is necessary. This position requires a person with excellent technical skills along with the ability to foster a team environment.
Upon hire, hybrid remote work may be available.
Salary Range: $99,695 - $132,255/year – plus State of Connecticut benefits. New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

EXPERIENCE AND TRAINING
General Experience: Six (6) years of experience in information technology (IT), programming, systems/software development or another IT related field with a concentration in the specific area of the position being applied for.
Special Experience: One (1) year of the General Experience must have been at the Information Technology Analyst I Business Analyst level or its equivalent.
Substitutions Allowed: 1) College training in management information systems, computer science, electrical engineering or related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor’s degree.
2) A Master’s degree in management information systems, computer science, electrical engineering or related area may be substituted for one (1) additional year of the General Experience.
3) Relevant certification in management information systems, computer science, electrical engineering, project management or related area may be substituted for up to six (6) months of the general experience.
Special Requirements: Incumbents may be required to travel within the State in the course of their daily work.
