What You'll Do

This is your opportunity to be part of a team that is dedicated to global security, for today and tomorrow. CNS is looking for a HR Manager that will report directly to the Chief Human Resource Officer. In this role, the successful candidate will interact and collaborate with high performance, full service human resource team including HR Operations, HR Business Partners, Recruiting & Placement, Compensation, Benefits, & Labor Relations. This role will have high visibility throughout the company and will collaborate with senior and executive leadership on key initiatives that are critical to mission success.
In this role, you will have the following responsibilities:
  • Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identifies trends that could affect organizational objectives and/or operational resources. Interprets appropriate laws and policies and advises management and employees appropriately.
  • Manages organizational outcomes ensuring project and program deliverables are completed with acceptable quality within projected timeline and budget.
  • Champions change initiatives and ensures that enterprise change management strategy is adhered to for departmental and institution-wide projects.
  • Responsible for critical business issues within HR business partnerships and employee relations; develops strategic plans to enhance company performance within areas of responsibility.
  • Plans spending for the department budget using appropriate fiduciary controls for functional activities while ensuring mission execution
  • Leverages relationships with the nuclear security enterprise, professional and community organizations, and industry-specific partnerships as representative of Pantex.
  • Makes critical business decisions which affect organizational policy matters related to human resources; briefs executive leadership on needed changes or revisions.
  • Ensures fact-finding investigations and final recommendations for disciplinary actions are carried out. Maintains collaborative relationship with employee relations, labor relations, employee concerns, talent management, and/or legal concerning for cause termination situations.
  • Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management.   • Performs other related duties assigned.
Pantex is operated by CNS (Consolidated Nuclear Security, LLC) in support of the NNSA (National Nuclear Security Administration, we provide the nuclear deterrent for our nation and allies, ensure that our nuclear stockpile is strong, and reduce the number of nuclear weapons it contains.

Minimum Job Requirements

  • Bachelor’s degree
  • Minimum 12 years of relevant experience
  • Minimum 5 years of relevant supervisory/management experience
  • Knowledge of corrective actions and the hiring process
  • Knowledge of and experience in interpreting and administering employment law (FLSA, FMLA, ADA, EEO) and other government compliance regulations
  • Ability to research and analyze various types of qualitive and quantitative data
  • Knowledge of the legal environment and where to find up-to-date laws/regulations
  • Ability to make recommendations to effectively resolve problems or issues consistent with standards, practices/policies, procedures or DOE requirements

  • Experience with collective bargaining agreements
  • Experience with pension and 401k plans

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
