Position Summary
Primary responsibility is to oversee the operational management of the finance department, including preparation of monthly operational financial statements and task group financial statements. Manages the month-end close and financial portion of the payroll function. Responsible for maintaining accurate monthly task group statements that include reviewing budgets and preparing year end projections. Manages the association’s cash flow to ensure that all accounts receivable is collected in a timely manner and all obligations are paid on time or within a reasonable period. Provides all staff with financial or membership dues guidance.

- Responsible for month end close and assist in preparation of monthly financial statements, including reviewing variances to budget and to prior year actual
- Prepare and/or supervise the preparation of all monthly and quarterly account reconciliations
- Perform additional account analysis as required
- Oversee accounts payable, accounts receivable, cash disbursements, and corporate credit card functions
- Ensure that all accounting allocations are appropriately made and documented
- Perform cash management functions. Manage the association’s cash flow and short-term investments
- Maintain chart of accounts, financial ledgers, and accounting processes
- Coordinate with external audit firm and manage interim and annual audits
- Assist tax preparers with tax return Form 990
- Responsible for all banking and financial activities. Perform monthly bank reconciliation and transmitting of domestic and international wires
- Reconcile payroll, short-term investment, long-term investment portfolio, 401(k), and flexible spending account. Ensure checks and balances for payroll function related to entry, review, and submission
- Manage, budget, collect, and allocate membership dues
- Prepare bi-weekly, month-end, and quarterly journal entries including accruals, recording depreciation and amortization, and investment revenue
- Assist in managing revenue and expense projections for task group initiatives
- Prepare task group financial statements. Provide member companies with financial data, additional information, and support for reporting and budgeting purposes
- Provide accurate and comprehensive financial information to executive management and staff, including financial statements, budgets, budget-to-actuals, and financial projections
- Assist with development and presentation of annual budget
- Reconcile CHPA PAC bank statements and review monthly FEC reports
- Prepares quarterly LDA and annual IRS lobbying reports, including calculating IRS lobbying expenses monthly for task group participants
- Prepare monthly journal entries for CHPA Educational Foundation and prepare monthly financial statements
- Performs other duties as assigned
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands handle, type or feel; and reach with hands and arms. This is largely a sedentary role however some filing is required. This would require the ability to lift files, open filing cabinets, and bend or stand on a stool as necessary. This position requires the ability to occasionally lift office products and supplies up to 10 lbs.
Position Type/Expected Hours of Work
This is a full-time position. CHPA anticipates continuing its hybrid work environment (working remotely and in the office) indefinitely, however, the employee is required to be readily available to work several times a week in Washington, DC, based on the needs of this position. Some flexibility in hours is allowed, but the employee must be available during the “core” work hours of 10:00 am to 3:00 pm and must work at least 37.5 hours each week to maintain full-time status. Occasional evening and weekend work may be required.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Required Education and Work Experience
- Bachelor’s degree in accounting or finance
- At least 5 years' progressive accounting experience including managing various functions within an accounting department
- Ability to prepare and explain financial reports
- Good communication skills with ability to explain financial principles and reports to employees, management, and members
- Ability to multitask, work well under pressure, balance competing priorities, and meet tight deadlines
- Ability to work collaboratively with others and contribute to a supportive working environment
Preferred Education and Work Experience
- CPA
- Skilled in use of software applications including CRM database management and Sage Intacct accounting software
- Experience managing at least one direct report.
