General Functions:
The 477 Job Coach will guide and support participants prior to and during job placement so that they may achieve independence in the workplace. The 477 Job Coach serves Alaskan Natives and American Indians living in the greater Anchorage service area and participating in the Tribal Temporary Assistance to Needy Families (TANF) Program and/or the Bureau of Indian Affairs General Assistance (GA) Program. This position will carry a caseload and serve eligible participants with 477 employment/supportive service programs provided by the Employment & Training Services Department (ETSD). The 477 Job Coach will provide advocacy, act as a liaison between the employer and the participant, serve as the main point of contact for the participant, and works within a team of staff members providing support to the participant. The common goal for all ETSD program staff is to “walk” with participants on their journey towards developing the strength and skills necessary to successfully obtain and maintain employment.
Duties and Responsibilities, including but not limited to:
477 Job Coach I - this position will be part of a training program to learn the following duties, with the intent to become proficient in all areas:
- Successful completion of the Job Coach Certification
- Successful completion of the Job Coach Master Training Task List which includes the Case Managers Handbook and TANF Manual.
- Ensure the participant is actively pursuing all phases of the job placement process.
- Establish rapport and develop a positive working relationship with participant and employer.
- Determine the competency levels through assessments and career counseling for, strengths/skills, interests, and preferences of participants.
- Maintain an active participant caseload of TANF or GA.
- Assist job seekers in increasing their knowledge in a particular field and help them focus on current requirements of employers.
- Ability to review and edit existing resumes.
- Conduct workshops and peer to peer sessions.
- Utilize employment resources, in particular Alaska’s People at CITC, and also within the community to provide work and training opportunities for participants.
- Partner with local colleges, schools, and vocational centers to provide training for participants.
- Develop and capitalize on supported work opportunities with local businesses.
- Refer participants to the Subsidized Work Experience Coordinator.
- Provide one-on-one coaching and guidance in job search and life management, and provide problem-solving support in resolving issues that could result in job loss.
- Assist participants to develop realistic Employment and/or Family Self Sufficiency plans by identifying the strengths/skills/barriers that lead to a positive employment outcome.
- Provide participants with worksite visits and home visits.
- Demonstrate the ability to motivate participants by tracking progress against goals.
- Authorize Supportive Services to eligible participants according to policy and procedure.
- Responsible for obtaining, tracking and documenting all pertinent information in each case file and/or electronically utilizing the 477 Database.
- Update and report participant TANF, GA, & related 477 statistics monthly.
- Participate in scheduled community meetings as requested.
- Act as on call case manager when assigned.
- Work as part of a team including co-workers, partner agencies, and the participant.
- Obtain job certification upon management discretion.
- Perform all related duties as assigned.
477 Job Coach II
- Consistently perform all duties and responsibilities of a 477 Job Coach I with a higher level of proficiency
- Maintain an active participant caseload of both TANF and GA
477 Job Coach III
- Consistently perform all duties and responsibilities of a 477 Job Coach I and II with an advanced level of proficiency.
- Monitor and assist Job Coaches with capturing participants’ countable work activity data to ensure accurate work percentage rates.
- Monitor and assist the 477 Job Coach Supervisor with tracking work participation rates, monthly contact with participants and timeframes, to ensure that participants are receiving timely and appropriate services.
- Monitor and assist the 477 Job Coach Supervisor identify, coordinate, and assign appropriate training opportunities for staff.
- Monitor and assist the 477 Job Coach Supervisor with the GA and TANF supported services budget and ensure expenditure according to current policies.
- Conduct file reviews and provide feedback to Job Coach I & II Staff for both TANF and GA.
- Bring policy issues to the 477 Job Coach Supervisor as appropriate.

Minimum Qualifications:
477 Job Coach, I
- High School Diploma or GED
477 Job Coach, II
- Associate’s Degree or Two (2) years of work experience in job coaching, employment counseling, workforce development or case management; or year for year experience in similar field.
477 Job Coach, III
- Bachelor’s degree in Human Services, Human Resource Management, Social Work, Vocational Education or a closely related field of study. Year for year experience in similar field may be supplemented for degree.
- Two (2) years job coaching, employment counseling, workforce development or case management experience.
Minimum Qualifications for All Levels:
- Job Coach Certification, or willing to obtain one within 6 months from date of hire
- Knowledge of Alaska Native and American Indian culture and/or community resources.
- Continued employment is contingent upon a report from a state and federal background check.
- Valid Alaska driver’s license and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
