Job Summary:

The QI Analyst will stay abreast of current regulations, policies, and procedures to support the field. This position will meet specific objectives in terms of the number of reviews conducted and provide corrective action/follow up as appropriate. Completes assigned projects and initiatives for the QA Department- e.g., compiling of data relating to audit reviews for Life Plans, progress notes, and other documentation as well as other QA/QI related needs. Actively utilizes QI systems including internal monitoring systems while adhering to the regulatory guidelines to ensure the highest quality standard is promoted internally.

Essential Duties and Responsibilities:

  • Employs innovation and creativity to assist in development and support of the Quality Improvement Program.
  • Understands and applies governmental laws and regulatory rules; keeps current on trends.
  • Reviews progress notes, Life Plans, and other documentation daily with a goal of reviewing 5000-7000 notes monthly depending on assignment.
  • Applies sound auditing practices as assigned, complies with regulations, laws, and CCANY’s program policies, and procedures:
    • Works in conjunction with the field, makes recommendations for resolution of issues, supports best practices as determined by agency leadership.
    • Meets auditing objectives.
    • Tracks that corrective action/follow-up have been completed, timely and as prescribed.
    • Maintains all documents, files, and records ensuring they are complete and secure.
    • Utilizes required databases to enter information timely, accurately, and completely.
  • Collaborates with the Learning and Development to deliver training for employees’ areas of responsibility, as required.
  • Compiles statistics, performs analysis to determine trends and generate appropriate reports, as requested.
  • Protects the rights of individual’s served and make sure informed consent measures are adhered to.
  • Consults with employees on issues.
  • Participates on committees, in meetings, and presentations as assigned.
  • Assists with the identification of methods and areas of focus for performance improvement activities and provides leadership to implement data-driven changes.
  • Prepares letters, memoranda, statements, narratives, statistical reports, and agendas as requested or according to established procedures, including when redaction is required and/or recommended.
  • Manages and implements projects assigned by the Director of QA.
  • Participates in special projects and all other job-related tasks as assigned by the Director of QA.
  • Maintains confidentiality.
  • Performs other duties, as assigned.
  • Must possess a valid Driver’s License from New York, or a contiguous state (i.e., Connecticut, New Jersey, Pennsylvania, and Vermont) OR Must have the ability to take ample public transportation to attend meetings in person in the community and in the office as needed.

Education and Experience:

  • A Bachelor’s degree in Human Services, Health Care Management or a related field is required.
  • A Graduate degree (Masters, Doctorate) is preferred.
  • Specialized training, license, certification, skills in:
    • OPWDD and DOH regulations
    • Auditing against regulations and best practice
    • Report Writing
  • Experience in Quality Assurance/Improvement is strongly preferred.
  • At least 3 years of job-related experience, specifically in OPWDD, DOH, and quality Improvement programs and policies are required.
  • Ability to communicate with a wide variety of individuals professionally, intelligently, and effectively:
    • Verbally and in writing (including email, reports, memos, policies) to representatives of government agencies.
    • To all levels of the organization including staff and individuals and families/advocates.
  • Requires strong telephone and customer service skills.
  • Ability to determine what the request is being made and the course of action in a calm, reassuring, and polite manner is required.
  • Experience with cross organization communication on a regular basis, including controversial problems within and outside of the organization and presenting recommendations for resolutions is required.
  • Basic math skills are required.
  • Position constantly requires independent thought and reasoning.
  • Ability to interpret complex information is required.
  • Ability to obtain facts and exercise judgment in interpreting the facts presented is required.
  • Must be able to analyze and identify trends and systemic problems with programs.
  • Ability to work on several projects simultaneously and independent of supervision.
  • Knowledge of applicable State/Federal laws and regulations e.g., OMRDD, DOH, OCFS, Justice Center is required.
  • Knowledge of investigation techniques, quality improvement literature, tools, procedures, programs is required.
  • Must have strong knowledge of all regulations governing the area of incident reporting and abuse.
  • Demonstrated knowledge of quality improvement literature, tools, and systemic problem-solving methods
  • A strong working knowledge of regulatory websites and databases.
  • Must be proficient in MS Word, PowerPoint, and Outlook.
  • Must possess the ability to exercise critical thinking and collaborate with team members to ensure appropriate resolutions are met.
  • Must be flexible and adaptable, able to cope with unexpected events.
  • Participate in various projects as assigned.
  • Absolute sense of integrity and personal commitment to serving people with I/DD and their families.
  • Ability to work autonomously.
  • Demonstrate professionalism, respect, and ability to work in a team environment.
