JOB TITLE: MOBILITY MANAGER
MAIN PURPOSE AND SCOPE OF THE JOB
East Central Kansas Coordinated Transit District (CTD) #5 Mobility Manager will work with local public transit and planning agencies as well as human service agencies to coordinate transportation services to improve overall mobility for the general public, with an emphasis on rural communities, elderly, low-income persons and/or persons with disabilities.
This position will focus on the movement of people rather than vehicles to ensure choices for the consumer. The mobility manager is responsible to improve business and community support for the transportation organizations. It will require the development and distribution of information that explains how to utilize the available resources in meeting the diverse travel needs of the market it serves.
Extensive travel will be required. This position serves the entire CTD #5 area, including the following counties:
· Anderson, Chase, Coffey, Franklin, Greenwood, Linn, Lyon, Miami, Morris, Osage, and Wabaunsee.
The Mobility Manager will also work to build awareness among decision makers, service providers, and riders on key issues related to the coordination of public transportation and human services.
This is a multi-faceted position which includes: public transportation coordination;
advocacy for addressing the critical needs in public transportation services to the
general public and individuals with special needs; training clients on local
transportation options; marketing, outreach and education efforts on public
transportation resources.
POSITION IN ORGANIZATION
Reports To: CTD #5 Governing Board and Advisory Committee with direct supervision provided by Lyon County Adult Transportation (L-Cat).
Budget Responsibilities: Prepare an annual budget and monthly financial reports to be used in complying with the KDOT Funding requirements.
EFFECTIVE DATE: July 2024
HOURS PER WEEK: 40 Hours per week
SALARY RANGE: up to$50,000 based on experience

DUTIES AND KEY RESPONSIBILITIES

· Research and assess needs and demands of users, funding, regulatory processes that encourage participation.
6. Determine specific gaps in transportation and identify the most appropriate resources to fill those gaps.
· Cultivate multi-agency partnerships that can reduce costs through efficient and effective transportation coordination.
· Identify possible barriers for transportation to and from jobs and employment support services for individuals with disabilities in rural areas. Develop solutions to remove these barriers.
7. Provide quarterly reporting detailing public outreach activities, issues and needs identified for the reporting period, meetings attended, training and education provided to the communities of the region, and list coordination efforts within the regional public transit system to the CTD#5 membership.
8. Mandatory attendance and provide quarterly reports at the CTD #5 meetings.
9. CTD Coordinated Plan: Establish measurable goals and objectives for sustainability and growth of the Mobility Manager program.
10. Provide an annual report to the Kansas Department of Transportation (KDOT).
11. Monthly Financial Reporting for host to prepare Black Cat Reporting.
12. Attend appropriate conferences, meetings and trainings as required and appropriate to the position or as assigned by the CTD #5 regionalization board.
· Participate in KDOT Mobility Managers’ Network.
13. Identify and research corporate, foundation and government sources of funding for matching funds and new or ongoing programs.
14. Perform other duties as assigned by the CTD #5 Governing Board and advisory committee.
Minimum Qualifications:
Bachelor’s degree in marketing, planning, social services, business or related field and three years experience; or a combination of education, training and experience that results in demonstrated competency to perform the work may be substituted.
Ability to coordinate multiple projects simultaneously; detail oriented; computer skills. Strong verbal and written communication skills. Proven ability to network and create ongoing partnerships. Possession of a valid driver’s license and access to an insured vehicle for work-related travel.
Preferred Qualifications:
Knowledge of Canva or Adobe Creative Suite for layout and design of marketing materials.
Knowledge, Skills, and Abilities:
· Implementing and coordinating marketing programs and services.
· Excellent verbal and written communication skills.
· Knowledge of business and management principles involved in strategic
planning, resource allocation, and the coordination of people and resources.
· Organizational skills, time management, and scheduling proficiency.
· Speaking in public.
· Understanding written communications, giving full attention to what others say in order to understand the points being made, asking questions, and writing reports and letters as appropriate for the intended recipient.
· Thorough knowledge of advanced techniques in spreadsheet (Excel), database (Access), word processing (Word), presentation (PowerPoint), and transportation software.
PHYSICAL DEMANDS: Light office work. Lifting 20 pounds or less. Driving or riding in a vehicle for up to 4 hours.
WORK ENVIRONMENT: Indoor office work with traveling required.
ESSENTIAL JOB DUTIES
· 45% of time is spent on duties related to mobility management including marketing activities,
· 20% of time is spent related to providing travel training services,
· 20% of time is spent researching information and preparing reports,
· 10% of time is spent representing CTD #5 to the area agencies, including government, service providers, businesses and the general public.
· 5% of time is spent on miscellaneous duties that are unexpected, but critical to the operation of the agency.
