The Program Director is responsible for the operations and development of highly effective housing teams to ensure members are living in safe communities and receiving quality services in the least restrictive setting. The Program Director has an overarching supervisory role for all staff within the behavioral health housing department, manages staff performance, key performance indicators (KPI’s), strategic initiatives, and fostering a culture aligned with Copa Health’s core values. In collaboration with the Clinical Director and the Program Coordinators, the Program Director provides leadership, planning, and administrative support to ensure daily operations, services, and environments meet contract requirements, accreditation, Federal/State/Local regulations and all other licensing/regulatory agencies, along with Copa Health’s established policies and procedures. This position functions in a collaborative partnership with the Copa Health administration, program leadership, and external stakeholders to foster an environment focused on service excellence and member well-being.

Who We Need

In collaboration with the Clinical Director and the Program Coordinators, the Program Director provides leadership, planning, and administrative support to ensure daily operations, services, and environments meet contract requirements, accreditation, Federal/State/Local regulations and all other licensing/regulatory agencies, along with Copa Health’s established policies and procedures. This position functions in a collaborative partnership with the Copa Health administration, program leadership, and external stakeholders to foster an environment focused on service excellence and member well-being.
MINIMUM QUALIFICATIONS:
- Master’s degree in Behavioral Health, Social Work, Public Administration, or related field preferred. A combination of a bachelor’s degree and significant management experience in behavioral health or housing programs may be considered.
- Minimum of five (5) years of management experience in behavioral health, housing, or social service settings.
- Proven experience in program development, staff supervision, and budget management.
- Ability to obtain and maintain a Level One Fingerprint Clearance Card and any other required background checks.
- Must have valid AZ Driver’s License, state minimum insurance coverage and ability to meet and maintain the company’s acceptable driving requirements
- Oversee staff training to improve system fidelity to the principles, including culturally sensitive and strengths-based approaches.
- Provide non-clinical training and coaching to staff to enhance skills and program delivery
- Provide oversight and support to ensure the coordination of care plan/ISP requirements regarding intake, assessment, annual review, and discharges.
- Oversee staff payroll, contract billing, program documentation, scheduling, service authorizations, and special projects.
- Monitors member engagement goals for all staff and programs, proactively addresses underperformance, and oversees the coaching and progressive management process to ensure engagement goals are met.
- Communicate Copa Health’s vision and mission to staff and program members, integrating a recovery philosophy into daily clinical practice.
- Participate in health plan audits, licensing surveys, Fire Marshall inspections, and other department examinations, initiating corrective action as needed.
- Contribute to the Quality Assurance Committee by making recommendations related to incidents, program design, curriculum development and treatment; and specialized program implementation.
- Ensure culturally sensitive program design through existing services, outside referral, or development of new services.
- Ensure the implementation and accurate completion of applicable outcome evaluation systems.
- Recommend and develop policies, procedures, and actions to achieve strategic program goals.
- Serve as a liaison with the VP of Housing and Community Support Services for overall program planning and reporting.
- Maintains a system of communications and reporting between all staff members, as well as with other Copa Health sites and departments involved in the ongoing operation of the program.
- Manage the program budget, ensuring cost-effective operations and staffing practices.
- Assist in recruitment, training, professional development and performance evaluation and management of housing staff.

- Must be available to respond to calls for service and support day, night, evening, weekends, and holidays.
