Position Summary

Oversees and directs engineering, pre-construction and construction planning for larger or more complex electric and gas construction projects (master planned communities). The Project Manager communicates directly with developers and engineers concerning project layout, cost, service agreements, easements/right-of-way, and scheduling. The Project Manager is familiar with a variety of the electric and gas fields’ concepts, practices, and procedures.

Primary Position Responsibilities

  • Establishes good working relationships with all developers from the corporate level through construction to promote, educate and sell CoServ’s concepts.
  • Prepares project status reports and works to ensure plans adhere to contract specifications.
  • Communicates, documents and records impactful decisions and negotiations made on behalf of CoServ for each assigned development.
  • Leads and directs the work of others. A wide degree of creativity and latitude is expected.
  • Provides assistance, information, and standards or specifications to developers relating to electric and gas service to be installed on the project.
  • Assesses the developers preferences while directing designs and cost estimates that are acceptable and consistent with CoServ’s design & construction standards and specifications to assist developer in a decision.
  • Works with consultants concerning right-of-way and procurement of easements.
  • Coordinates project movement among various internal departments and external resources in the course of project completion.
  • Consults with residential and commercial developers, electricians and engineers concerning rates and charges for construction as well as appropriate electric and gas facilities required for the site.
  • Coordinates with developers about planned expansions or improvement of development facilities and communicates information to Engineering System Planning as well as Gas System Planning and Gas Sr. Management.
  • Gathers information (other utilities’ designs, easements, site requirements, future plans, building size, ultimate use and load data) from the developers for the most reliable, cost effective design; requires all designs to be in compliance with CoServ’s design and construction standards and specifications.
  • Works with other engineers and contractors in the design and construction of substations, transmission and distribution lines and related facilities design as well as acquiring easements for electric and gas facilities.
  • Maintains quality service by preparing neat, accurate, descriptive, and complete electrical and gas designs and layouts, material sheets, construction plans, cost estimates, and maps for large residential, commercial, and industrial developments using a high level of knowledge and recognition of electrical and gas equipment and devices used within CoServ’s electrical and gas distribution system.
  • Maintains subdivision plat data, updates, and files electronically.
  • Accurately acquires data for geospatial referencing from various sources, analyzes data and digitizes maps using the proper coordinate system, graphical elements, and data units that will be compatible with CoServ’s electronic mapping system.
  • Develops, maintains, and updates proposals, contracts, and obtain cost estimates for all large residential, commercial, industrial accounts, and master planned communities.
  • Attends LEC (Line Extension Committee – made up of senior vice presidents) Meetings to propose any deviations from Tariff to the LEC. Deviations can be for system benefit, gaining new projects, or strategic planning.
  • Attends GOC (Gas Operating Committee – made up of senior vice presidents) Meetings to discuss new projects as they relate to system benefit and strategic planning.
  • Establishes a consistent, fair, and professional process for resolving conflicts to create win/win final resolutions.
  • Provides electrical designs by designing large conductor, multi-circuit overhead and underground electric lines that are a high level of design difficulty and complexity.
  • Relies on extensive experience and judgment to plan and accomplish goals.
  • Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
  • Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.

Secondary Position Responsibilities

  • Attends power distribution conferences and other meetings to stay abreast of the latest developments in the transmissions and distribution of electricity and gas.
  • Attends City Council, Planning, and Zoning Committee/Commission meetings as related to project.
  • Oversees and/or performs field services, such as:
  • Staking/surveying by performing field measurements.
  • Placing stakes and other markers to identify the locations of poles, anchors, lines, equipment, and devices.
  • Maintains professional and technical knowledge by developing and maintaining a thorough knowledge of:
  • National Fuel Gas Code, 49 CFR Part 192, National Electric Safety Code, National Electric Code, Occupational Safety Health Administration, and other local codes and ordinances applicable to the job functions performed by this position.
  • CoServ, Rural Utility Services, state and other regulatory agency procedures and rules in the performance of all work.
  • AutoCAD, GIS, GPS, and other software systems, by attending power distribution conferences, training and other educational workshops and meetings appropriate to this position.
  • Contacts local, state or federal agencies or other companies for required permits or to inform of plans for line extensions and to determine right-of-way tree clearings and tree trimming requirements.
  • Reviews business development periodicals and journals to secure leads in business growth activities.
  • Takes on team leadership roles within the Business Development & Strategy department as directed by management.
  • Ability to cross-train, supervise, lead or manage other areas of department as directed or needed.
  • Keeps complete and accurate records.
  • Assists in training new Distribution Design Technicians as well as other Project Managers.
  • Works in the most efficient way possible with all CoServ departments and divisions in the development and implementation of CoServ’s management plans and goals.
  • Communicates with all individuals/groups that may have information on new developments, which may be served by one or all CoServ’s services.
  • Approves invoices, final billing, and material requests.
  • Ability to travel, if necessary, for business and training
  • Attends CoServ University and all CoServ required training.
  • Performs other duties and activities as directed.

Supervisory Responsibilities

  • Team leader role:
  • Assigns and delegates various project responsibilities to other team members for assistance.

Position Requirements

Education and Certifications Required

  • High School Diploma or G.E.D equivalency.
  • Bachelor’s degree in Project Management, Business Management, Engineering, or a related field; or six (6) years of high-level utility construction and/or engineering experience within the industry in lieu of degree.
  • First Aid/CPR or ability to obtain within a reasonable time period.

Education And Certifications Preferred

  • PMP Certification.
  • Highline Staking Certification.
  • Willingness to obtain certification/training in opening energized equipment for engineering purposes.

Experience Required

  • Four (4) to six (6) years of high-level experience in electric utility industry and has demonstrated the ability to perform the job duties of a Sr. Engineering Technician.
  • Six (6) years of working as an Engineering Technician; or, six (6) years of field experience in overhead/underground installation.

Experience Preferred

  • Ten (10) years of engineering experience in electric utility industry, business development, project management, and economic development.
  • Ten (10) years in the electrical distribution engineering field.

Skills And Abilities Required

  • Strong leadership and interpersonal skills.
  • Ability to work under strict deadlines with strong problem-solving skills.
  • Ability to work independently, with minimum supervision, and in teams.
  • Proficient in Maximo, Excel, Word, Arc Designer, GIS and AutoCAD.
  • Proficient ability to layout and design underground and overhead electric utilities, as well as gas distribution facilities, for large subdivision projects.
  • Understanding of line extension policy and tariffs.
  • Knowledgeable in city, county, and state permitting requirements.
  • Knowledgeable in CoServ’s design standards and overhead/underground construction specifications.
  • Knowledgeable in gas distribution design standards and construction specifications.
  • Working knowledge of gas and electric distribution systems.
  • Knowledgeable in electricity and electrical equipment such as:
    • Properly sizing equipment for residential and commercial loads,
    • Transformer sizes,
    • Single phase and three phase metering,
    • Single phase and three phase overhead and underground line design,
    • Large scale duct bank design and construction.
  • Excellent written and verbal human relations and communication skills.
  • Organizational skills and the ability to multi-task.
  • Understanding of National Fuel Gas Code, National Electric Safety Code (NESC), National Electric Code (NEC), and Occupational Safety and Health Administration (OSHA) training.
  • Skills in developing and delivering oral and written presentations.
  • Ability to work under strict deadlines and has a high level of problem-solving skills.
  • Ability to prioritize and manage multiple tasks.

Physical Requirements

  • Works both in the office and outdoors.
  • Ability to lift a minimum of 25 pounds.
  • Drives company vehicle as needed.
  • Operates office equipment such as a computer, telephone, fax machine, copier, etc.
  • Ability to sit for long periods of time.
  • Works in potentially hazardous conditions caused by pets and wildlife in or near the work site.
  • Works in areas with possible exposure to poison oak, poison ivy, and insect stings.
  • Works extended hours as needed or directed.
