Resource Conservationist - Erosion and Sediment Control

The Resource Conservationist I position is comprised of an Erosion & Sedimentation/Post Construction Stormwater specialty as detailed below:
  • The Erosion and Sedimentation Resource Conservationist I reviews earthmoving plans for compliance with the Clean Streams Law, Chapter 102, Erosion and Sediment Control and Post Construction Stormwater.  This position will also inspect open sites for compliance to these regulations and resolve complaints.
The person chosen for this position is responsible for fulfilling the District’s obligations under the Chapter 102 Delegation Agreement with PADEP. The District has a very active and progressive Erosion & Sediment Control (E&SC) and Post Construction Stormwater Management (PCSM) Program. There are approximately 600 active NPDES permitted construction sites and over half of the watersheds in the County are designated Special Protection Watersheds. The competent person selected for this position will have the ability to review E&SC and PCSM Plans, inspect permitted sites for compliance to Chapter 102, seek voluntary compliance resolutions for violations, and prepare documentation for enforcement proceedings if necessary. The position also has responsibilities for complaint investigation, NPDES program implementation, and environmental education. The applicant should have a working knowledge of E&SC and PCSM Best Management Practices (BMPs).

Conservation District staff have the option to work from home, therefore they must be able to work independently. Ideal candidates will be familiar with Practice Keeper or similar web-based databases.

The competent person filling this position will hold a Baccalaureate Degree with major course emphasis in Environmental Resource Management, Civil or Agricultural Engineering, Geography and Planning or other related natural sciences. The person must be computer literate and have 2 years related experience or the equivalent.
The position requires approximately 50% of the time be spent in the field in inclement weather and on rough terrain. Candidates should be self-starters and team players. General Responsibilities
  • Contribute to the goals set forth by the Conservation District to the County of Chester's Strategic Plan.
  • Prepare monthly and quarterly reports to team leader.
  • Publish news articles and handouts.
  • Educate the public and provide outreach programs.
  • Attend required trainings.
  • Perform other duties and tasks as required.
Erosion and Sedimentation Resource Conservationist I Responsibilities
  • All duties as specified in Job Description for Resource Conservationist
  • Review erosion and sedimentation control plans for earthmoving and post-construction stormwater activities as delegated from the Pennsylvania DEP.
  • Attend engineering and planning meetings to discuss and resolve issues regarding plans and plan implementation.
  • Hold pre-construction meetings prior to beginning construction to discuss maintenance and inspection guidelines.
  • Inspect active construction sites for compliance with the Clean Streams Laws and approved construction plan.
  • Obtain CPESC certification.
  • Seek voluntary compliance to resolve violations and complaints; when needed, report sites in continued violation to regulatory agencies.
  • Attend quarterly roundtable and consistency training sessions
  • Participate in engineer workshops; contractor/earthmover workshops; and monthly DEP trainings for erosion and sediment facility design, wetlands, PCSW designs, NPDES permitting, inspection techniques, and other programs.
  • Develop and maintain a GIS database for project tracking for erosion and sediment/post construction stormwater control/ dirt and gravel roads.
  • Responsible for lead role in specialized projects.

 
  • Bachelor's degree from an accredited college or university, or equivalent combination of education and experience.
  • Good analytical, mathematical, and technical skills.
  • Sound understanding of, and ability to explain, applicable regulations and practices used to maintain compliance.
  • Good interpersonal skills.
  • Knowledge and use of digital photography.
  • Ability to work independently with minimal supervision.
  • Valid driver's license.
  • Good conflict resolution skills.
  • Ability to design and implement conservation practices to protect natural resources.
  • Accomplished "Meets Standards" or higher on all job performance appraisals (if current employee).
  • Completed agreed upon deliverables from prior appraisal (ex. E&S Inspections and plan reviews or Agricultural BMP implementation, conservation plan, and MFEMPs) (if current employee).
  • Two years of job-related experience.
The ability to complete the following within one year:
  • Completed Boot Camps I & II.
  • Completed 811 Safety Training.
  • Attended mandatory Chesco trainings.
  • Pennsylvania DEP Erosion & Sediment Control Inspection Card.
  • Knowledge of Clean Streams Law (Chapters 92, 93, 102 and 105), NPDES Program, PNDI Program, TR-55 Watershed Modeling, and Erosion and Sediment Pollution Control Program Manual.
  • CPESC Certification.
Preferred Skills, Knowledge & Experience:
  • Bachelor's degree from an accredited college or university in Resource Management, Geography, Natural Resources or other related field.
  • Knowledge of local, state and federal laws.
  • Knowledge of Pennsylvania government rules and regulations.
  • Grant writing skills.
  • Experience with survey equipment.
  • Strong organizational and time management skills.
  • Strong verbal and written communication skills.
  • Accurate and detail-oriented.
  • Easily adapts to changes in work environment.
  • Highly motivated with the ability to work independently.
  • Ability to work effectively with people from diverse backgrounds.
  • Strong computer skills, including experience with Microsoft Office Suite, Outlook, Chesco Views, Power Point, AutoCAD, and ArcGIS.
