BUILDING INSPECTOR I $ 4,148-6,810
BUILDING INSPECTOR II $ 4,582-7,517
BUILDING INSPECTOR III $ 5,060-8,300
DEFINITION
Inspects construction or alteration and repair of all types of residential, commercial, industrial, and other buildings for overall construction compliance with applicable building codes and County ordinances. Conducts building permit plan check examinations for compliance with Building Codes and develops plan check correction notices. Performs code compliance investigations relating to Building Codes and provides technical direction and training to the Department’s Code Compliance Officer and Permit Technician regarding building code requirements.
DISTINGUISHING CHARACTERISTICS
Building Inspector I This is the entry level in the Building Inspector job series. The Building Inspector I differs from Building Inspector II in that the latter requires International Code Council (ICC) Building Inspector and Combination Inspector certifications (two years of experience may substitute for one of the certifications). Failure to obtain the ICC Building Inspector and Combination Inspector certifications within two years of appointment will be cause for termination.
Building Inspector II This is the journey level in the Building Inspector job series. Building Inspector II differs from the Building Inspector III in that the latter is required to have additional ICC certifications, with the ICC Certified Building Plans Examiner and the ICC Certified Building Official certifications highly desirable. In addition, the Building Inspector III position has supervisorial and other professional level responsibilities.
Building Inspector III This is the advances journey level in the Building Inspector series. Incumbents within the series do not automatically advance to the next level but may become eligible to advance, at the discretion of the department head, upon meeting the minimum requirements and demonstrating the appropriate skills and knowledge through a qualifying assessment and provided the next level positon has been budgeted.
SUPERVISION RECEIVED AND EXERCISED
Building Inspector I and II:
Receives general supervision from the Director of Community Development.
Building Inspector III:
Receives supervision from the Director of Community Development. Incumbents in this class may have assigned supervisorial responsibilities of the Building Permit Technician.
EXAMPLES OF RESPONSIBILITIES
(Complexity of responsibilities will vary amongst levels)
Inspect all types of industrial, commercial and residential buildings during various stages of construction and remodeling to ensure compliance with applicable codes and regulations of County, State and Federal agencies. Issues correction notices when compliance issues are identified.
Review and approve applications and plans submitted for building permits. Ensure conformance to all applicable codes including the uniform electrical, mechanical, and plumbing codes and regulations of County, State and Federal agencies. Issues correction notices when compliance issues are identified.
Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions.
Inspect foundation, concrete, steel, masonry and wood construction, framing, plastering, plumbing, heating, and electrical installations, and a large variety of other building system elements.
Examine grade, quality, and treatment of lumber, concrete, lath, wire and composition; check stud, joist, rafter spacing and other structural member factors.
Keeps informed of new and changing laws, codes and regulations affecting County codes and new building construction methods and materials.
Initiate and monitor building code violation procedures and eviction process during abatement of dangerous building.
Maintain detailed records and prepare reports and monitors the overall activity of the Building unit.
Provides technical direction and training to the Department’s Code Compliance Officer and Permit Technician regarding building code knowledge applicable to their areas of responsibility.
Perform related duties and responsibilities as required.
Building Inspector III: In addition to the above responsibilities, incumbents in this class are also expected to:
Monitor and assist in the preparation of the annual budget.
Monitor, track and report on building permit and inspection statistics.
Prepare correspondence and reports on Building Code related matters.
Provides recommendations to the Director of Community Development on Building Code changes, procedures, and customer service initiatives.
Provide supervision of the Building Permit Technician with respect to Building permit and inspection responsibilities.
EMPLOYMENT STANDARDS:

Advise on standard construction methods and requirements for residential commercial and industrial buildings.

QUALIFICATIONS
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Building Inspector I
Experience:
One year of building inspection or construction experience
Training:
Equivalent to completion of the twelfth (12th) grade an AA degree (or higher) in Building Inspection Technology is highly desirable.
License or Certificate:
Must possess a valid California driver's license
The ability to obtain the ICC Building Inspector and Combination Inspector certifications within two years of appointment.
Building Inspector II
Experience:
Building Inspector II: Two years of building inspection or construction experience
Training:
Equivalent to completion of the twelfth (12th) grade an AA degree (or higher) in Building Inspection Technology is highly desirable.
License or Certificate:
Must possess a valid California driver's license
Must possess at the time of hire the ICC Building Inspector and Combination Inspector certifications, or a minimum of two other certifications acceptable to the Director. Two years of experience may substitute for one of the certifications).
Building Inspector III
Experience:
Five years of experience in the building inspection or construction industry with at least two years as a building inspector
Training:
Equivalent to completion of the twelfth (12th) grade an AA degree (or higher) in Building Inspection Technology is highly desirable.
License or Certificate:
Must possess a valid California driver's license
At least one additional ICC certification over that of the Building Inspector II position, or other certification acceptable to the Director, with the ICC Certified Building Plans Examiner and/or the ICC Certified Building Official certifications highly desirable.
