No residency requirement- We have a flexible approach with no residency requirement; however, if you reside anywhere within Dodge County or a neighboring community you will be eligible for a take-home squad car.

We also offer lateral transfer opportunities, taking into consideration your previous experience when determining starting wage and vacation time.

Situated at a central location, Dodge County in conveniently within a one-hour drive of Madison, Milwaukee, or the Fox Valley, with easy access to US Highway 151 and Interstate 41.

Working hours: 12 hour shifts (5:00am-5:00pm, 5:00pm-5:00am) Rotating 4 days on – 4 days off schedule

ESSENTIAL FUNCTIONS

  • Provides leadership in attracting, retaining and developing an engaged workforce in the delivery of superior services to County residents and businesses.
  • Directs work and assignments for assigned personnel; trains, evaluates work, and prepares performance evaluations.
  • Participates in the recruitment/promotional, discipline, internal investigations, and discharge processes as required. Conducts pre-employment background investigations.
  • Ensures that policies, procedures, and employee training are compliant with established mandates for all personnel within the areas of responsibility.
  • Provides professional guidance, training, and policy interpretation for assigned division.
  • Coordinates the office training program, manages training records, and manages all office requests for training. Coordinates the Field Training Program for new hires.
  • Evaluates office training needs, staffing needs, budget resources, and management of personnel to achieve office-wide program objectives. Submits requests to the Captain as needed.
  • Assures minimum staffing levels are met; plans, allocates, and monitors time, people, equipment, and other resources to ensure efficient organization and completion of work.
  • Investigates, or directs, internal investigations. Investigates citizen complaints as assigned.
  • Oversees the day-to-day operational activities of assigned division. This may include management and oversight of specialized areas such as the 911 communications system, jail, patrol, support, or investigations.
  • Assists with development of policies and ensures division compliance with standards and guidelines.
  • Trains and enforces policies and procedures necessary to maintain the safety and security of residents and ensures continual compliance.
  • Evaluates the effectiveness of law enforcement activities and develops procedures to efficiently meet all law enforcement goals.
  • Coordinates with interoffice operations, local, State and Federal law enforcement agencies.
  • Responds to and takes command of major operations or emergencies involving division operations in the absence of a superior; coordinate division activities with other departments and law enforcement agencies as needed.
  • Other duties as assigned.
  • Manages and distributes all office-issued firearms and equipment.
  • Develops tactical operations plans for special/unusual events.
  • Manages maintenance, purchasing, and budgeting for the patrol fleet.
  • Participates in the Child Abduction Response Team (CART) and CISM/Crisis Team.
  • Supervises the Community Service Officers (CSOs).

REQUIRED JOB COMPETENCIES


  • Knowledge of the laws and regulations relating to law enforcement administration.

  • Skill in the use of firearms, chemical agents, weapons of defense and the operation of a motor vehicle.

  • Knowledge of modern radio system, teletype communication systems, wireless communications, and paging systems.
  • Knowledge of TIME system and its related components.

  • Knowledge of the County’s and Office’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to office programs and operations.
  • Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
  • Ability to effectively utilize the principles of strategic and long and short-range planning.
  • Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures, and techniques for resolution of issues.
  • Ability to research and analyze detailed information and make appropriate recommendations.
  • Ability to develop office goals and objectives.
  • Ability to plan, develop, implement, and evaluate projects and programs.
  • Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other office-specific documents.
  • Ability to prepare, recommend and monitor an operating budget, including line-item budgeting.
  • Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
  • Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
  • Ability to instruct and train in methods and procedures.
  • Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
  • Ability to establish and maintain accurate records of assigned activities and operations.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

  • Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.

  • Ability to work the allocated hours of the position and respond after hours as needed.
  • The employee must have the ability to testify in court as a credible and trustworthy witness.

PHYSICAL AND WORK ENVIRONMENT

  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms. Situations may require physical ability to perform such activities as direct pursuit or wrestling with individuals.
  • Work requires operating machines, operating motor vehicles or equipment and observing general surrounding and activities. This may involve driving in inclement weather conditions.
  • Work occasionally requires exposure to outdoor weather conditions.
  • Work may require working in dangerous, life threatening situations.
  • Work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work requires wearing specialized personal protective equipment.
  • May be subject to exposure to blood/body fluids and infectious and communicable diseases.
  • May require dealing with persons who are hostile, aggressive, abusive or violent, posing threatening conditions.

Experience

Required
  • Must have a Valid Wisconsin driver’s license.
  • Must successfully pass Post-Offer Testing which includes a drug screen, physical, and psychological examination. Failure to pass these will result in the employment offer being revoked.
  • No felony or domestic misdemeanor or any offense, which, if committed in Wisconsin, could be punished as felony or domestic misdemeanor unless the applicant has been granted an absolute and unconditional pardon.
  • Must be Wisconsin LESB Certified. Out of state certifications will be considered. Must obtain Wisconsin Certification required within one (1) year from date of hire.
  • Five (5) years’ increasingly responsible law enforcement experience, two (2) of which have been in a command/supervisory and administrative capacity. Equivalent combination of education and experience which provides necessary knowledge, skills, and abilities may be considered.
