Acceptable Experience and EducationBachelor’s degree from an accredited university in Computer Science, Business Administration, or a related field, with emphasis in Computer Science courses: and a minimum of eight (8) years’ experience in an administrative management capacity in a comparably sized computer facility utilizing equivalent technology; to include two (2) years of supervisory or managerial experience in information technology management.Or, any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities will be considered. Certificates and Licenses RequiredMust have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

EXAMPLE OF DUTIES
Essential DutiesSupervises department employees, including assigning and reviewing work, training completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;Selects, motivates, and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies;Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;Develops, maintains, and distributes with the help of the work group, procedures and policies for program change control, and project status reporting;Meets with supervisory staff regularly to review recommended changes, and project status which will provide users with the best possible services;Formulates and deploys long-term strategic plans for acquiring and enabling efficient and cost-effective information processing and communication technologies;Manages IT department operational and strategic planning, including business requirements, project planning, and organizes and negotiates the allocation of resources;Where necessary, re-engineers’ applications support to ensure it aligns with business processes, tactical planning, and strategic vision;Defines and communicates project milestones, services level agreements, and resource allocation to executive team, department leads, support staff, and end users;Develops and reviews budgets for and from IT department divisions and ensures they comply with stated goals, guidelines, and objectives;Reviews performance of IT systems to determine operating costs, productivity levels, and upgrade requirements;Benchmarks, analyzes report on, and makes recommendations for the improvement of the IT infrastructure and IT systems;Develops bid requirements for all hardware and software upgrades, reviews submitted bids for compliance with stated requirements, and makes the appropriate award;Authorizes and oversees the deployment, monitoring, maintenance, development, and support of all hardware and software based on department needs;Develops business case justifications and cost/benefit analyses for IT spending and initiatives;Directs research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts;Oversees provision of end-user services, including help desk and technical support services;Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision;Oversees negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements;Manages IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions;Establishes and maintains regular written and in-person communications with the organization’s executives, department heads and end users regarding pertinent IT activities;Due to critical nature of IT system must be available to respond to department in a timely manner;Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; andCreates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.Other Important Duties*Performs such other related duties as may be assigned.Be available by telephone to respond to work beyond standard workday or workweek hours as necessary.Occasional travel within the El Paso area.As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

SUPPLEMENTAL INFORMATION
Organizational RelationshipsReports to: Director of Information TechnologyDirects: ITD Division Managers Other: Has frequent contact with County IT staff and IT Staff from other public entities. Collaborates with other department heads and their senior staff. Cooperates and interfaces with outside agencies, public agencies, law enforcement agencies and general public. Interacts with IT end users, vendors, contractors and sub-contractors.Other RequirementsMinimum Requirements: Knowledge, Skills, and AbilitiesKnowledge of: IT infrastructure strategic planning and development, project management, and policy development; current network and PC operating systems, hardware, protocols, and standards; systems design and development from business requirements analysis through to day-to-day management; business theory, business processes, management, budgeting, and business office operations; the organization’s goals and objectives; applicable laws and regulations as they relate to IT; applicable laws and regulations as they relate Local and Municipal governments; human resource management principles, practices, and procedures. Skill/Ability to: apply IT in solving business problems; provide strong leadership; communicate in writing, oral, and interpersonal; conduct and direct research into IT issues and products; present ideas in a business-friendly and user-friendly language; be highly self-motivated, self-directed, and attentive to detail; effectively prioritize and execute tasks in a high-pressure environment; work in a team-oriented, collaborative environment; complete projects on time and within budget; operate personal computer using standard office operating software and general office equipment; prepare and maintain records, maintain filing systems, compile and organize information; communicate effectively both orally and in writing; promote program activities; make mathematical computations; prepare clear, concise and comprehensive written reports, and staff studies; schedule, supervise, train and evaluate assigned staff; and establish and maintain cooperative and effective relationships with those contacted during the course of work.Each and every county position requires the following professional skills and abilities as key andnecessary elements of performance: Pass a background investigation.Demonstrate regular and reliable attendance.Work well with others and participate fully in a team oriented environment.Interface with other employees and customers in a courteous and respectful manner.Maintain strict confidentiality.Project positive support of their department and organizations receiving IT service at all times.Maintain and enhance the County’s commitment to customer service excellence.
