What are the responsibilities and job description for the Planner III - SR-20 position at County of Hawai`i?

Assists in the conduct of community planning projects; conducts fact-finding and collects, compiles, and analyzes social, economic, and physical development data; drafts reports of findings and conclusions, and planning recommendations; and performs other related duties as required.


There is one (1) one immediate, full-time, temporary not-to-exceed 06/30/2024 vacancy with the Planning Department - Planning Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
  • Selects reference sources, and determines proper approaches and methods to obtain socio-economic and land use data necessary for planning activities.
  • Gathers, compiles, and correlates data; conducts field data collection activities.
  • Analyzes data involving the use of statistical concepts and formulae.
  • Drafts reports of findings and recommendations on assigned phase or phases of a planning project.
  • Develops data for and prepares maps, charts, and other presentations.
  • Prepares for, attends and conducts/facilitates training/meetings for staff, inter-agencies and communities around the Island of Hawai`i.
  • Conducts site inspections to confirm or verify of conditions and requirements associated with plan approval reviews, variances and other permits or approvals.
  • Reviews legislation, ordinances, reports, and studies in relation to the development of planning goals and programs.
  • Reviews and processes applications for various permits and approvals.
  • Responds to inquiries.
  • May supervise other personnel in fact-finding activities as required.
  • Performs other related duties as assigned.

Training and Experience: 
A combination of education and experience substantially equivalent to

  • graduation from an accredited college or university with a baccalaureate degree in urban planning, geography, architecture, engineering, economics, sociology, political science, public administration, or a related field (scan and attach your official college transcript to your application), and
  • two (2) years of work experience in community planning, environmental planning, architecture, engineering, socio-economic research, land development, or related community planning activities, and
  • ability to travel independently to various geographic locations.  This requirement may be fulfilled by the possession of a valid State of Hawai'i driver's license (Class 3), a valid comparable driver's license, or use of other means of transportation that meets position needs.

Examination:   All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.  An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of:  Research methods and statistical procedures; general research sources and sources of environmental, land use, and socio-economic information; basic zoning and community planning principles and local practices; laws, ordinances, and regulations relative to community planning; government organizations and functions; report writing; public relations; and personal computer operation and various software applications.

Ability to:  understand and apply planning concepts and methods; understand the planning process and principles; understand and apply research methods and techniques; understand the functions of community planning; read, comprehend, and analyze a broad range of subjects; communicate effectively both orally and in writing; prepare clear and concise reports; collect, compile, correlate, and analyze facts, and draw sound conclusions; prepare charts, graphs, and other presentations; operate desktop computers and peripheral equipment; participate in field studies and surveys around the island; prepare for, attend and conduct/facilitate training/meetings around the island; conduct site inspections; and deal effectively and establish rapport with officials of government, private organizations, and the public.
