Essential Functions

- Provides general work direction and training to staff in consultation with the Property Tax and Elections Manager and resolves intermediate level concerns related to the County’s election administration function.
- Coordinates all aspects of the County’s election administration function.
- Administers absentee voting process, including receipt of applications, mailing of ballots, and processing of returned ballots
- Oversees the County’s voter registration records by maintaining user accounts in the statewide voter registration system, updating voter records, and performing record maintenance.
- Prepares election judge training presentations and trains election judges, municipal clerks, and school clerks on election procedures.
- Maintains and tests election equipment;
- Coordinates the preparation, testing, and proofing of ballots.
- Records candidate filing information and submits to Secretary of State.
- Assists cities, townships, and schools in conducting special elections including training, coordinating ballot programming, and providing needed supplies.
- Orders, receives, and distributes election supplies.
- Prepares election reports and submits election results to state agencies and local governments.
- Investigates potential voting violations and challenges voter records per court records, postal returns, and other sources; provides related documentation to law enforcement as appropriate.
- Coordinates issuance and renewal of licenses and permits issued through the Finance and Property Services Division.
- Assists with the administration of the County’s property tax system.
- Processes request for auditor’s certificates for local taxing districts.
- Reviews transfers of real estate on recorded deeds, including property splits, combines, and plats, for accuracy and completeness.
- Coordinates the passport function and processes passport applications as an agent of the U.S. Department of State.
Minimum Qualifications
Bachelor's degree in public administration, business, or related field and moderate experience in municipal elections preferred, or equivalent combination of education and experience.
Eligible to serve as an election judge in the State of Minnesota.
Special Qualifications
Obtain Minnesota Secretary of State county election administration certification within one year of hire.
Obtain U.S. Department of State passport acceptance certification within six months of hire.
Required Knowledge, Skills, and Abilities
- Knowledge of election processes and procedures.
- Knowledge of real estate transactions regarding transfers, mortgages, land combinations, and splits
- Knowledge of computer applications including spreadsheet, word processing, elections, and property tax software programs.
- Knowledge of federal, state, and local laws, rules, regulations, and guidelines related to assigned work.
- Knowledge of county policies and ability to apply them to assigned work.
- Knowledge of data privacy practices and ability to maintain confidential documents and information.
- Ability to operate and maintain election equipment.
- Ability to read and understand legal descriptions of land.
- Ability to read a manual and apply its procedures to assigned work.
- Ability to train support staff in areas of responsibility.
- Ability to analyze workflow problems and coordinate efforts to meet necessary deadlines.
- Ability to collect and organize data and convert to written reports.
- Ability to organize work and adhere to administrative or statutory deadlines.

Physical Requirements and Activity
This work requires the frequent exertion of 10 pounds of force and the occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting.

The application will be evaluated in a Training and Experience Assessment worth 100 points. Veterans Preference will be applied in accordance with Minnesota law. A score of 80 or better is necessary to continue in the process. A top group of qualified applicants will be invited to the interview process.
Final appointment is contingent upon the applicant passing a background investigation including a criminal history search. Costs of the background will be paid for by Isanti County.
