DEPUTY TREASURER
Kenosha County is seeking a detail driven individual with a knack for customer service. This role will serve as a back-up and cross check for the Chief Deputy Treasurer. The selected candidate will join a team committed to strong management of the essential Treasurer Services outlined in State law, County policy and governed by general accounting principles.

Position Summary and Job Duties
Establish payment plans with taxpayers and maintain records of the payment plan status in the Delinquent Tax Manager application.
Answer phone calls and receipt tax payments.
Regularly process returned mail, making notes in the tax system, searching various sources for new addresses, mailing out change of address forms, and communicating with Land Information about needed changes.
Periodically run a report of all the outstanding taxes for the years eligible for tax deeding and from this report determine who isn’t honoring their payment plan.
Type Tax Deed Property memos for County Clerk. Throughout the process, update the parcel in the system with the status of progress along with adding tax deed fees to the parcel.
Responsible for daily balancing Planning & Development payments and processing the Payment Journal in AX (TRAKiT).
Responsible for daily balancing and processing batches for various departments including the County Clerk.
Process/issue all CHECK & ACH BATCHES for the COUNTY.
Make payments to suppliers and municipalities as well as payments to title search companies and process server companies for services used.
Responsible for daily balancing Register of Deeds payments and processing the payment journals in accounting system from the Register of Deeds system (TRIMIN).
Send out notices to those who are delinquent on prior year taxes to aid in tax collection.
Manage reserved parking space fees, passes, and issues.
Be primary point of contact with credit card processor and regularly reconcile credit card transactions for all departments.
Issue Agricultural Use Value Charges to appropriate parcels, maintain spreadsheet, process payments, send reminders, audit and issue payments to municipalities monthly.
Monthly run reports, balance and pay Department of Revenue Real Estate Transfer Fees.
Monthly run reports, balance and pay Department of Revenue for Recording fees.
Quarterly run reports, balance and pay Department of Revenue for Probate and Vital record fees.
Maintain the Unclaimed Funds listing, verify claims, process payments and guarantee proper delivery.
Maintain and balance the Cash Clearing account on a daily and monthly basis including doing journal entries and issue checks as needed.
Perform other work as required or assigned.
Success Factors
Knowledge of the tax deed/In Rem process, budgeting, property taxes, and principles of accounting and general understanding of banking.
Skill in using Microsoft Excel for tracking and balancing.
Skill in using property tax, accounting, ERP, delinquent tax management and WI WAMS and tax systems (GCS, AX, DTM).
Skill in using office equipment, including computer, calculator, scanner, phone and fax machine; Microsoft Office software, including Word, Outlook, and Teams.
Skill in cash handling, including making change.
Skill in tracking and monitoring data (properties), payment plans and calculation of payment plans.
Skill in conducting research, database management, and maintaining accurate and detailed records.
Ability to remain professional and courteous at all times; use conflict resolution skills; communicate complex statutory and accounting information in layman’s terms for the general public; and maintain confidential information.
Ability to organize self and office to meet schedules and deadlines of the work; and follow oral and written instructions.
Job Requirements, Education, Training and Experience
High school diploma or GED equivalent.
College coursework in Accounting, Finance, Business Administration, or related field; degree preferred.
Experience working in banking, accounting, customer service, and/or cash handling.
