HUMAN SERVICES REIMBURSEMENT MANAGER   The Human Services Reimbursement Manager, reporting to the CFO of Human Services, is responsible for maximizing Medicaid, Medicare, and other third-party insurance reimbursements appropriately for services rendered by the Human Services Department and contracted providers.  This includes overseeing timely billing, preparing reports, and managing site visits and/or audits.  Ongoing knowledge of changes in program rules and regulations must be maintained, followed, and shared to other appropriate stakeholders.  This position also requires the ability to manage a small team and work collaboratively with other managers, providers, and stakeholders, including training on new regulations so communication skills are necessary.   Kenosha County is committed to Equity, Diversity and Inclusion and is an Equal Opportunity Employer.   2024 Hiring Range:  $76,859 - $91,499 annually   Position Summary and Job Duties Provides supervision of and training to the reimbursement team Communicates and interacts with program and fiscal managers on a regular basis regarding reimbursement and volume forecasts Updates, implements, and trains staff, including providers, of new regulations regarding reimbursement and reimbursements from state and federal government Ensures all related billings are processed in a timely manner with accuracy and low error rate Monitors and evaluates information systems to ensure efficient and accurate operations Compiles required federal/state cost reporting along with other federal/state reporting in a timely and accurate fashion Prepares and interprets all statistical and financial records of the programs Ensures internal controls are in place to safeguard all assets which could include monthly balance reconciliations, internal audits of all programs and financial records, etc. Maintains relations with coworkers and other third parties as a representative of the programs Oversees the annual audit and meets with the auditing firm periodically Prepares and ensures completion of various work papers for the annual audit, CLTS State audit, and any Office of Inspector General (OIG) and/or CMS audits Performs other work as required or assigned   Success Factors Knowledge of: Forward Health Portal NIATx or comparable quality improvement process   Skill in: Advanced skills in Microsoft Office Suite including Word, Excel, and Outlook Analytical and problem-solving skills Excellent communication, team, and presentation skills Excellent writing skills Excellent organizational skills   Ability to: Perform in a fast-paced environment, multi-task, and prioritize duties Have a high degree of accuracy and attention to detail Research, read, interpret, and relay state and federal statutes Work respectfully in a diverse and inclusive environment   Job Requirements, Education, Training and Experience Required Education and Experience Bachelor's Degree in accounting, business administration, healthcare administration, or related field At least 2 years of Medicaid billing administrative experience   Preferred Education and Experience Master’s Degree in accounting, business administration, healthcare administration, or related field At least 2 years in a supervisory role   Benefits Health, dental and vision insurance effective first of month following 30 days of employment with the ability to reduce premium contribution through participation in a wellness program Flexible Spending Accounts Employee Assistance Program Paid Time Off Twelve Paid Holidays Retirement Plan:  Participation in the Wisconsin Retirement System which includes county-paid life insurance Tuition Reimbursement   Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
