Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty.  In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

DEFINITION:
Under close supervision, using established procedures, analyzes, designs, evaluates, develops, codes, tests, and maintains application systems.


Using established procedures, codes, tests, and debugs application programs to create new business applications and interfaces or modify existing business applications according to program specifications.

 

Develop web applications using ASP.NET, .NET Core MVC, C# or Java/J2EE/JSP, HTML, JavaScript, CSS.

 

Assist with database design, development, maintenance, and management related activities.

 

Performs unit, modular and integration testing for application development/modification, using established procedures.

 

Writes and executes programs to extract, transform, and load data for simple system conversions.

 

Research application development standards as assigned.

 

Assist in developing functional specifications as assigned.

 

Assists in the analysis of user requirements and development of program specifications.

 

Assist in eliciting and documenting business requirements as assigned.

 

Assists in the identification, analysis, recording, tracking, and resolution of application problems.

 

Install application software as assigned.

 

Prepares technical documents, user manuals, and help files.

MINIMUM REQUIREMENTS:

Option I:  Graduation from an accredited college or university with a bachelor’s degree* in computer science, Information Systems, or a closely related field.


Option II:  One (1) year of recent**, full-time experience*** at the level of Los Angeles County class of Information Systems Analyst I****.

****Experience at the level of Los Angeles County's class of Information Systems Analyst I is defined as, under close supervision, using established procedures, defines and analyzes requirements and business functions, defines functional system specifications, and tests and coordinates the implementation of new application systems and/or revisions to existing system.


Option III: Two (2) years of recent**,  full-time experience***, in the Los Angeles County class of Information Technology Technical Support Analyst II*****, including one (1) year coding, testing, and debugging application programs.

***** Experience at the level of Los Angeles County's class of Information Technology Technical Support Analyst II, under general supervision, provides a full range of technical information technology support services, including installation, configuration, testing, troubleshooting and repair of hardware, software, networks, and applications in a centralized IT organization******.

****** Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Information Technology official for the department or major organization unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organization unit.


Option IV:  Two (2) years of recent**, full-time experience*** coding, testing, and debugging one or more application systems.


DESIRABLE QUALIFICATIONS:

Additional credit will be given to applicants that possess the following desirable qualifications:
  • Experience writing database-related code such as Create, Read, Update, Delete (CRUD) SQL statements, stored procedures, and views
  • Experience developing Restful API, SOAP web services. 
  • Experience with source control management such as Git/GitHub, Azure DevOps, etc. 
  • Experience using Visual Studio IDE or similar. 
  • Experience creating object orientated system design diagrams. 

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
 
PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION:

*In order to qualify for Option I, you must include a legible copy of the official diploma, official transcripts, or official letter from the accredited institution which shows the degree has been conferred and the area of specialization with your application at the time of filing or within seven (7) calendar days from application submission. Note: Foreign studies must be evaluated by an academic credential evaluation and deemed to be equivalent to degrees from the United States. (See Accreditation Information under Employment Information).

**Recent experience is deemed to be within the last three (3) years.

***Full-time experience is evaluated on the basis of a verifiable 40-hour work week.

EXAMINATION CONTENT: 
This examination will consist of an evaluation of education and experience based on application information and desirable qualifications, weighted at 100%.
 

Candidates must achieve a passing score of 70% higher on this examination in order to be added to the eligible register for this examination.

ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly. 

 

The names of candidates receiving a passing score in the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.
 

No person may compete in this examination more than once every twelve (12) months.

 

SPECIAL INFORMATION


AVAILABLE SHIFT: 
Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.
