I. Position Summary The Finance Director is responsible for overseeing and managing the financial operations of Marathon County. This role includes developing the annual budget in collaboration with the County Administrator, delivering financial reports and updates to department leaders and governmental bodies, providing direct guidance and oversight to Finance Department staff, leading the annual audit, and developing, implementing, and monitoring compliance with all financial policies and practices. The Finance Director ensures the financial stability and integrity of the county's financial practices and procedures and is the primary resource for the Administrator and Department Heads for financial insights to drive improvement throughout the organization. II. Essential Duties and Responsibilities 1. Budget Development and Management: Collaborate with the County Administrator to plan, organize, and develop the annual budget. Assist the Human Resources, Finance & Property Committee and County Board in reviewing and approving the annual budget. Monitor departmental expenditures and recommend adjustments and budget amendments to ensure budgetary compliance. 2. Financial Reporting and Analysis: Prepare and present monthly financial reports to the County Administrator, Human Resources, Finance & Property Committee, and department leaders. Provide actionable financial updates to improve departmental operations and decision-making. Conduct financial forecasting, budgeting, and strategic planning for revenues and expenditures. 3. Staff Guidance and Oversight: Provide leadership, training, and management or management assistance to all Finance Department staff and those performing finance-related work in other departments. Oversee the selection, training, development, and evaluation of Finance Department staff. Ensure adherence to policies and procedures in all financial activities throughout the organization. 4. Audit and Compliance: Lead the annual audit process, including the preparation of the Annual Comprehensive Financial Report (ACFR), coordinate with external auditors, and implement audit recommendations. Ensure compliance with Government Accounting Standards Board (GASB) rules and Generally Accepted Accounting Principles (GAAP). Monitor and enforce internal controls over financial reporting and compliance with laws, statutes, contracts, and grants. 5. Policy Development and Implementation: Develop, recommend, and implement county-wide financial policies and procedures. Advise the County Administrator, Human Resources, Finance & Property Committee, and County Board on fiscal policy, legislation, and financial planning. Serve as a collaborative partner with Department Heads and leaders, working closely to ensure compliance with existing policies and procedures and prioritizing consistency of financial practices across the organization. Evaluate and improve financial systems and procedures to enhance efficiency and effectiveness. 6. Other Responsibilities: Oversee the county’s debt management program, including bond sales and debt servicing. Manage the county’s cash flow and investment strategies in collaboration with the County Treasurer. Perform other duties as assigned by the County Administrator. III. Qualifications Education and Experience: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. Master’s degree preferred. Certified Public Accountant (CPA) designation preferred. Minimum of five years of progressively responsible management experience in fiscal administration, preferably in government. Three years of supervisory experience. Knowledge, Skills, and Abilities: Extensive knowledge of accounting, budgeting, and auditing principles and practices, government specific knowledge, skills, and ability preferred. Strong understanding of laws and regulations relating to financial management, county government specific knowledge, skills, and ability preferred. Excellent analytical, organizational, and leadership skills. Ability to communicate complex financial information effectively to various audiences. Demonstrated ability to balance competing priorities, project and reporting deadlines, and developing workplans to accomplish short, intermediate, and long-term goals. Proficiency in using computerized financial systems and related information technology (specific Workday knowledge preferred) IV. Compensation: Salary Range V: $110,947 – $124,259 - $149,780 Starting Salary based on candidate's expertise, experience, education and certifications. Physical and Work Environment Work is primarily performed in a standard office setting; however, remote work is permitted under existing policies. Must be able to travel as needed to various locations within Marathon County. VI.
