There are currently two (2) professional-level opportunities available in the following divisions of the County of Marin Human Resources Department. Both are full-time HR Analyst positions that will be filled at either the HRA I or HRA II level based upon the level at which the successful candidate meets minimum qualifications.
Equal Employment Opportunity (EEO) Division- Learning and Organizational Development (L&OD) Division
- EEO Division: In this assignment, the successful candidate will conduct investigations into alleged violations of the County’s EEO policy, make factual findings on whether County policies have been violated, and provide consultative services following investigations and determine whether County policy has been violated. They will assist in the preparation of the County's EEO report by analyzing equal employment data related to hiring, promotion and retention. An additional responsibility of this position will be to conduct training on EEO policies. It will be important that the successful candidate have strong knowledge of state and federal laws.
- L&OD Division: In this assignment, the successful candidate will plan, design, and facilitate training and organizational development programs in a variety of competencies ranging from soft skills (i.e., emotional intelligence, conflict resolution, and communication) to technical matters (i.e., performance management, process improvement, results-based accountability, and high commitment/high performing organizational practices. The Human Resources Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely and telework options are available; however, the successful candidate must also be able to report to County facilities for various meetings and work assignments upon short notice, as needed and deemed appropriate.

You are also curious and ask questions so that you understand the context and the “why” to better serve your clients. In addition, you, as the ideal candidate, have a passion for the work and a demonstrated ability to work successfully in a team environment, working respectfully, collaboratively and developing and maintaining positive working relationships with colleagues, clients and the public. Public sector experience in the area of assignment is highly desirable.

Human Resources Analyst I: Equivalent to graduation from a four year college or university with a major in personnel administration, business or public administration, industrial relations, public policy, psychology or a field related to the work. Experience in technical human resources work may be substituted for the education on a year for year basis.
Human Resources Analyst II: In addition to the minimum qualifications for the Human Resources Analyst I, one year of experience equivalent to a Human Resources Analyst I performing professional level human resources work requiring use of the knowledge and abilities listed in the class specification.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
IMPORTANT INFORMATION: Pursuant to the Order of the Marin County Public Health Officer, it is required that all County employees confirm their vaccination status. Depending on work assignment and applicable Public Health Order, some employees may be required to be fully vaccinated and/or consent to weekly COVID-19 testing. To help mitigate transmission, an Order of the Marin County Public Health Officer requires all unvaccinated individuals to wear face coverings when indoors in workplaces and public settings. Masks are not required for employees that are fully vaccinated, however the County strongly recommends employees who are vaccinated continue to wear face coverings in all indoor office settings for the safety of our employees, visitors and residents.
